(From the City of Joplin)The past several years have been historic for the City of Joplin in terms of major projects that were made possible by federal grant money awarded following the 2020 pandemic.
The three programs – the American Rescue Plan Act of 2021 (ARPA), the Bipartisan Infrastructure Law (B.I.L.), and the Inflation Reduction Act – all provided tens of millions of dollars to the City, which it strategically used to address needs and take a “bigger and better” approach to the projects already planned.
Now, as Joplin prepares to finish the punch list of projects that will receive the final grant dollars, City officials are reflecting on the unprecedented level of major project development that has benefited citizens.
With the help of its consulting firm Guidehouse, the City spent three years aggressively applying for more than 50 grants, and proving its history of financial responsibility, legitimate project needs and workable plans for the funds. In the end, Joplin was awarded 26 of the grants it applied for, adding nearly $58 million in federal money.
Leslie Haase, the City’s director of Finance, said it was an incredible process to match up the City’s plans with potential grant awards.
“The reason we were able to capture these grants is because of the master plans developed by the departments, as well as our unfunded needs list,” Haase said. “If we had not been prepared and didn’t have those plans, we would not have been successful in getting these grants. Cities really do have to be ready because you never know when the opportunities will happen. I look back, and there have been other times when we needed to have shovel-ready projects to apply for grants. There is value in the planning.”
When adding the City’s required matching funds of nearly $34 million, the total approved project costs have been $97.3 million. To put this into perspective, it would have taken the City 12 years to raise that much through the Capital Improvement Sales tax, which was renewed by voters in April 2024. It has been a unique chapter in Joplin’s story, enabling the City to implement an unusual number and size of projects within just a few years.
All of the ARPA and B.I.L. grant-funded projects are in progress, if not completed already. Those projects include:

What’s left: Trail Improvements and Streetscaping
Two projects – the addition of trail amenities across City parks and streetscaping on Main Street between 8th and 15th Streets – are set to begin soon.
Paul Bloomberg, director of Parks and Recreation for the City of Joplin, said a Recreation Trails Grant will improve 12 Joplin parks through the addition of wayfinding signs that will be placed along the trails. Those parks will also receive 80 park benches, as well as tire fix-it stations and bicycle racks for cyclists.
The final phase of streetscaping on Joplin’s Main Street will also begin in the coming months. Over the past several years, the City completed streetscaping Downtown (1st-8th Streets) and Southtown (15th-32nd Streets). Midtown (8th-15th Streets) is the final section, and will include new sidewalks with decorative concrete, benches, trees, and other beautifications.
Rob Beachner, capital improvements project manager for Public Works, said staff have been working toward a public meeting within the next several weeks that will give business owners and citizens a chance to review plans and ask questions. Sprouls Construction will deliver the $5 million project.
While the City awaits word on its final grant application and the last stretch of projects get started, Haase said Joplin’s patience with the process and ability to be prepared have allowed the City to make incredible strides.
“We were smart throughout the process, and it has paid off for Joplin,” she said.

Every time the Government is involved with any type of Program there is Fraud and Misuse. People don't understand that this is the Taxpayer's Hard-Earned Money they are using and/or Printing Money to add to our National Debt, never thinking about the sheer Costs and Problems - they think they may be trying to solve. The Government needs to Stop trying to solve Social Problems - they can never fix - Human Nature.
We could spend Trillions of Dollars on Public Housing to build and house low income and the homeless and these Properties would be torn up, trashed, ruined, and become slum-like within a few years - this is the Human Nature of the majority of these people. We have to realize as a Nation, we cannot solve all Social Issues and People will not change - No matter what people think - but the Government keeps trying to use Tax-Payers Money to Fix these Social Issues, but these Peoples - Mindset / Human Nature - will Never Change - so we just keep Wasting - Taxpayers Money and Time - trying to Solve Endless - Mindset / Human Nature Issues - You could give these people a Job, with a paycheck, a place to live - and within a few months they will be back on living on the streets, but Government always think they are smarter and feel by throwing our Tax-Dollars at these problems they will solve them - we have been doing this for decades and always ends up exactly the same. Unless a person is willing to work for what they get, they will never appreciate it and just tear it up, because they have nothing to lose!
Historical High-Rises Demolished: Notorious public housing high-rises—such as Cabrini-Green Homes and Robert Taylor Homes—fell into extreme squalor, gang control, and physical decay before the Chicago Housing Authority (CHA) largely tore them down under its "Plan for Transformation".
Blah blah blah nothing of substance to the projects in progress or completed. Wasted typing.
I think we should use a couple more million to put towards hiring another person from out of this area to come in and tell us what we already know about the homeless situation.
We should then spend another million to bring in somebody to interpret what that person said about the homeless situation.
And then we should allow all the homeless to set camps back up in all the parks because they're not doing any harm.
We should also take one of our large abandoned buildings and fix it up for all the homeless to live in, nothing will go wrong, the only thing that makes a homeless person homeless is the lack of a home, simple as that!
We should also redo all the sidewalks on 32nd for a 3rd time and widen more roads but not increase the speed limit.
I wonder where else we can add some diamond intersections and roundabouts...
Once the internet became completely pervasive within society, low-information religious fundamentalists finally became aware that their side had totally and completely lost all scientific and historical arguments. This has been extremely traumatizing psychologically because all of the authorities they have been conditioned to believe (pastors, the Bible, political leaders) proclaimed themselves to be infallible. Instead, they were completely defenseless against anthropologists, biologists, and historians.
The fact that some of the most influential right wing influencers of the 1970s, 1980s and 1990s were butthurt segregationists was a real plus as the right wing taliban put its coalition together and raise deplorable people like Ronald Reagan, Ed Meese, Jim Bakker, Dennis Hastert and Donald ' Buz' Lukens of Ohio into positions of power.
Rather than admit they were wrong and adapt to modernity, religious fundamentalists have decided to attack it and to force the majority who disbelieve their ideas to genuflect before them. Having failed to convince people of their beliefs, they have decided to mandate them. In so doing, they are embracing their core epistemology, that knowledge comes from authority rather than from the scientific method. The Bible says it’s true, so therefore it is. They feel a warm fuzzy feeling when they watch their favorite pastor, so therefore what he says is true.
These viewpoints are dangerous and the only way to deal with them is to politically disempower them. They will never compromise because they believe they are enacting God’s will. A lot of people thought that abortion rights were a settled controversy after Roe v. Wade but the far right never accepted it. These same activists are hard at work to criminalize homosexuality, to take away all women’s rights, and to prohibit atheism or non-Christian religion. They literally do want Christo-fascism.
3:25PM, Typical Leftist Liberal LWNJ Democrat - Forget about all our Woke, DEI, CRT, Pronoun Shaming, Free and Forced Social Handout Programs - Which is all a bunch of BS, that has NEVER WORKED - and has Cost Business and the Government $$ Billions and Billions of Dollars all being FORCED onto the American Public with all the Hardworking Taxpayers Dollars - To Pay for all the Democratic Programs that have FAILED EVERYTIME - - Not Blah, blah, blah - Cha-ching, Cha-ching, Cha-ching - which all of America has learned from the Obama, Biden - Somalia's in Michigan that received Billions and Billions of Taxpayers' Dollars for Fake Hospitals, Fake Child- Daycare, Fake Housing, Fake Businesses, Fake Jobs - that were pocked and sent back to Fund Terrorist Overseas - - OMG - MORE DEMOCRATIC CRAP - How much can America Take from these Dems, who want to turn America into a Socialistic Society - They want to take your Money only to spread it among Individuals and their Special Projects which only push their KRAZY AGENDAS - Which is always full of Fraud and Misuse!
We have got to STOP giving money and benefits to people who constantly do nothing, sitting in their paid for section-8 housing, using free snap-benefits, free Medicaid, free everything, not giving anything back, not working, just taking-waiting for their next free anything - we have got to put time limits on the World of Free for these people - The Hard-Working Taxpayers cannot continue to support all those that - Do Not Want to Work and Just Sit on their Azzes - They have to do something, to give back - work - we just can't support these individuals and their families - who have built living off the Government Rolls as a Generational Wealth Plan for themselves and their Kids. Even though the Dems want to put everyone on the Government Rolls and Build a Socialistic Society!
