What 'owner' of a business, especially one that sells consumable products, doesn't know to obtain an operating permit?

That’s a good question but I would also like to know how did they pass the first initial inspection without it ? Can’t put all the blame on the business owner if they were allowed to proceed with business.

They had to have had one when they first opened. If I'm thinking correctly they have been there a few years. They just didn't renew it. Those are done annually.
