From all appearances is was not a well-planned crime.
Barton County Memorial Hospital Chief Finance Officer Kimberly Schlup was caught dipping her hand into the hospital till, to the tune of at least $100,085, she entered an Alford plea (meaning she did not admit her guilt, but conceded there was enough evidence to convict her, was sentenced to four months shock time in prison, and ordered to repay the money.
So far, so good.
Unfortunately, Cedar County Circuit Court records indicate Ms. Schlup has not paid one cent and that 37 payment hearings have been rescheduled since May 2006.
Ms. Schlup has also ignored a civil court judgment. With no money coming from Cedar County, where the case was moved on a change of venue, Barton County Memorial Hospital sued Ms. Schlup for the money. Naturally, she did not show up for the trial. Judge James Bickel entered a judgment against her for $100,982 plus $97 in court fees on Oct. 20, 2008. Court records indicate Ms. Schlup has not made any payments.
The latest repayment hearing set for last Friday, had to be rescheduled. The next one that will have to be rescheduled is scheduled for Sept. 18.
Apparently, crime does pay.

For a more accurate version of this story, call the Cedar County Court Clerk's office. Jim Bickel wasn't even the judge.
It would be hard to get a more accurate version from Cedar County Circuit Court when the civil trial was held in Barton County Circuit Court in October 2008, where Judge Bickel did, indeed, make the decision.

It would seem Barton Co has a history of embezzlers.The sheriffs office had problems , the health facility in redwood village, Barton Co electric, Why would anyone be surprised there is no real fear of punishment in today's society. Armed criminals get probation. The fleecing of public funds is happening at a level never before experienced. And in the private sector, employers are getting away with even more. Fraud has existed in the medical community for a long time and it is only getting worse. I only hope the embezzler only took the overcharges on my insurance bill! But how would we know?
