Nodler measure blocked in final-day maneuvering



A GOP decision to use a rare parliamentary maneuver to cut off debate and allow passage of a photo voter ID bill apparently cost Sen. Gary Nodler, R-Joplin, one of his pet bills.
According to an article in the Columbia Tribune, Sen. Chuck Graham, D-Columbia, blocked action on Nodler's bill to increase the power of the state's Coordinating Board for Higher Education.
Nodler tried to bring up the bill three times Friday, but each time was thwarted by Graham.
