It's a use of force case that prompted an internal investigation. Joplin's police chief also requested that the Missouri Highway Patrol to conduct a parallel probe as well.
Both investigations determined that in the initial arrest in April of David Neal, officers acted appropriately.
Neal is accused of resisting arrest after a traffic stop and assault on law enforcement officers. The reports reveal officers tasered Neal multiple times to get him under control.
But it was when officers brought him to the jail that the alleged abuse occurred, where it was captured on security camera videotape.
A jailer and officer Homer Knisley were carrying Neal by his arms through a doorway. When the three of them didn't fit, the jailer apparently tripped and they dropped Neal.
When Neal moved his head toward the jailer, Officer Knisley is seen slapping Neal's head to the floor.
Olliges says as she watched the video it shows blood coming from the part of his face that hit the floor.

Give them a break, though. It did happen in Joplin.

This happened in April? What took them so long to report it? Doesn't sound like the TV stations have any better sources than the Globe.
And about 3 blocks from the ivory tower at 117 E 4th.
Went to high school with David Neal...was a drug pusher then, and can only assume he is now. Glad I'm out of the four state area so I can say he's not a friend, not even an acquaintance. Police probably took it too far, but he probably deserved whatever they gave him. The only story here is that he's black.
I also went to school with Neal. And he has been in trouble since the incident as well.
What everyone doesn't know is that there was a similar incident two weeks before at the same club with a man with no priors, a family man. He pushed a car door shut on someone he thought was trying to hurt his brother. It ended up being a cop, and he got the bad end of the deal because his lawyer didn't tell him how to make a complaint. He's in jail for 60 days of "shock time" and is now missing the birth of his child and has now lost two good jobs because of this single incident.
The police did use excessive force in this too, but what's one person against the JPD?
