Phil Cook, Craig Smith and the evils of Facebook


A month has passed since I read the Jasper County Citizen's thorough report on the arrest of former Carl Junction R-1 choir teacher Craig Smith on stalking and child pornography charges. The reporter, LaDonna Allen, did an excellent job of detailing how Smith's arrest came about, but her best work came in the final segment of the lengthy story.

A good interviewer can bring out the truth, even when the interview subject appears to be doing his best to avoid it.









In this case, the subject was R-1 Superintendent Phil Cook and the information and quotes that LaDonna Allen coaxed out of Cook revealed a lot, not only about the Craig Smith case, but about the attitudes Cook has about the people in his school district.

In 2014, as part of a story on Jessica Nugent's lawsuit against the R-1 District for the bullying that led to the suicide of her son Luke, I reviewed the deposition Cook gave and reported on it. Under oath, Cook said he didn't read Facebook and he made it clear the disdain he had for people who comment on Facebook.

While it's certainly understandable that a school administrator would be upset about some of the wild things people say about schools in social media, why would Cook be upset about it if he never read Facebook?

I thought of that deposition when I read Cook's answers to Allen's questions about social media comments concerning the Craig Smith case.

First, you don't believe anything you see on Facebook. People on Facebook don't know what they're talking about. I don't know any one of them who do. I guess all those people need to come run the school then.
 If Cook's 2014 statement about never reading Facebook was accurate and he still held to it, then that certainly doesn't say much about the way he deals with the public. Of course, in a few months since his retirement takes effect June 30 the public won't have to deal with Cook any more.







A lot of Carl Junction parents and taxpayers are on Facebook and while there certainly are times when incorrect information spreads, social media should also serve as a barometer letting an observant administrator know what the public is thinking.

It should also serve as a way for a superintendent to get out in front of potentially embarrassing or even dangerous situations.

Facebook members include everyone from doctors to ditch diggers and administrators should be interested in what each of them have to say. That doesn't mean checking Facebook comments every day, but checking in at least once every few days might offer an opportunity to correct some misinformation or give an administrator an idea of how to deal with it.

That wasn't all Cook had to say about his social media critics.

We keep kids safe. We do now and we did then and that's the rule. People are going to second guess after it's over with."

That's true. What Cook didn't say and what is just as true, is that he gave the public a lot to second guess about.

Cook defended his decision to allow Smith to retire instead of firing him, telling Allen the end result was the same- he was no longer in the district.

Even then, the superintendent's comment to Allen was dripping with sarcasm. 

It really shouldn't matter except it doesn't make you and the rest of the public happy that he wasn't terminated.

Naturally, Cook feels that everyone is at fault except Cook.

Craig Smith was being investigated by the Carl Junction Police Department. Cook told Allen the police had given him examples of some of Smith's "most disturbing messages," to the teenage girl he was allegedly stalking, in late October. 

Cook said he took steps to fire Smith, contacting the district's attorney to begin the process. Then after a meeting with Smith and his teacher's union attorney, Smith decided to retire, and Cook allowed that resignation to be submitted to the board of education.

Cook told Allen he permitted the retirement and didn't pursue termination because it would have cost the district $25,000 to hold a hearing and the article says Cook said, "he was going to make certain Smith did not end up at any other school, so it all worked out the same."

Think about what Cook said.

The Carl Junction Police Department provided Cook with some of Smith's most disturbing messages. Cook met with Smith and his union attorney and then almost immediately submitted his retirement.

There was never going to be any hearing.

Even if Cook gave Smith some kind of ultimatum- resign or get fired, for instance- Smith was never going to have a termination hearing. Those disturbing messages would have been revealed to the public and since the police investigation was ongoing, without a doubt more evidence would have piled up against Smith.

A termination hearing would have been a disaster for Smith.

Cook took the easy way out.







We have his word that he was going to keep Smith from winding up at some other school, but there appear to have been recent cases where Cook has allowed teachers and administrators who broke the rules to move on quietly and at least one case where he has welcomed back someone who was fired from the district several years earlier for unprofessional behavior.

I read that on Facebook.

I've been provided with the same information by thoroughly reliable sources.

Maybe Cook's biggest concern with Facebook is that it's difficult to face public scrutiny when you keep giving the public so much to scrutinize.

I mean he could have been on administrative leave for months and then when he was arrested he could have been fired. I don’t believe there is a limit of how long a person can be on paid suspension.

Don’t worry Phil soon you can go back to Oklahoma, spend your days at the casino getting drunk or having your normal 12 pm beer for lunch on a school day.

If Cook was going to ensure Smith never taught again, why was he instructing students - likely including a handful of minors - at Crowder THE FOLLOWING SEMESTER?

Maybe we will get an answer from Cook’s son, Cooper, since according to his Facebook posts, he knows everything and we the public know nothing.

Mr. Turner, this is exceptional National Inquirer work. Do you care more about kids safety or clicks about how you can take personal shots at school personnel, not just in CJ but all the other communities. See I don’t have a dog in the fight with this CJ story, but I have come to realize in a lot of your click bait, that you use a little truth and a lot fabricated info. So I, like you, when looking for information. I came across this crazy thing from 2013 where a Randy Turner that was a teacher with the Joplin School District was terminated for sharing pornography with students. I’m sure you will have an excuse, as to why, just like all the other people you report on that we aren’t supposed to believe. So in that case, why should we believe you? I’m sure you won’t allow this comment but we do have our own sources, that are bigger than this platform, that is going to run the story I hope you enjoy it because we decided to use similar journalistic styles that you use. Let’s get back to this case. From your early reporting the info was discovered in August. 6 months ago. If this was your child, in a sue happy world, why was a lawsuit not filed by the parents the next day? Don’t say there isn’t enough time. Maybe just maybe there is more to the story. Maybe he was a family friend? Maybe he was their pastor? Maybe they allied the child to be close to this person because they trusted him. Maybe it went on for 6 years but the parents only discovered the nature of this in August. Maybe the parents defended the teacher? Let’s get to the retirement vs termination. How long do you keep him on paid leave? For evidence to get released for a hearing wouldn’t the criminal case have to be over. (This could take years). Maybe the child would have to testify? Maybe this was discussed with the parents and they decided to not do that? Does the school have any control over his state retirement or teachers license? These are all questions we want answered. Unfortunately we will probably never get that information do to the privacy laws that exist. This is the stuff that people care about and how do we keep it from happening again. But I’m sure you will keep your writing vindictive smear campaign since you are the same porn sharing criminal as the person you write about. PS…how is that state retirement you are still collecting?

I have a hard time believing you don't have a dog in the fight, but let me quickly address some misconceptions you have. I wrote a novel "No Child Left Alive," which had sex scenes in it. Unfortunately, it was a satire about teachers trying to survive in a school district run by a clueless superintendent. It was not a particularly intelligent decision on my part. Joplin superintendent C. J. Huff charged me with providing and even assigning the book to students. The only problem was that none of the students ever heard of the novel. I had a hearing and was fired, not for providing pornography to students, but for promoting my book on my public Facebook and Twitter accounts and for recording my interrogation by the district's HR director without her knowledge, which they said violated district policy. Ironically, if I had not recorded that interview, which lasted only four and a half minutes, people would never have known that I was never given any opportunity to respond to any of their allegations before they decided to fire me. Plus, the policy I violated specifically referred to recording students. Recording a meeting with HR was not even in the district policies until nine months after I was fired. The board's findings were that I was fired because I violated the recording policy and made it possible for students to buy my book by advertising it on Facebook and Twitter. They specifically noted they found no evidence I had done anything immoral. No effort was ever made to revoke my teacher's license, so yes I do have my retirement. After I received the transcript of my termination hearing, I made it available to everyone as a free e-book because I have nothing to hide. I eventually sued the school district, which was reported by the Joplin Globe. The Globe never reported the outcome of that lawsuit and I can't give you any specifics because I signed a nondisclosure agreement.

To 6:48 here are some potential answers:

If this was your child, in a sue happy world, why was a lawsuit not filed by the parents the next day? **The parents might not of had all the evidence. Over time more evidence will come out.

Maybe he was their pastor? **Unlikely.

Maybe they allied the child to be close to this person because they trusted him. I think you mean allowed not allied. **All teachers should be trusted to be around your children.

Maybe it went on for 6 years but the parents only discovered the nature of this in August. Maybe the parents defended the teacher? **Unlikely a parent will defend the teacher if they know he is stalking their daughter.

Let’s get to the retirement vs termination. How long do you keep him on paid leave? For evidence to get released for a hearing wouldn’t the criminal case have to be over. (This could take years). **Would rather have him on leave to prevent him from retiring and potentially getting his retirement funds.

Maybe the child would have to testify? **Deposition would have been ok. The school board could of protected the victim from seeing the stalker.

Maybe this was discussed with the parents and they decided to not do that? **Unlikely, im sure the parents wants as much punishment he can get.

Does the school have any control over his state retirement or teachers license? Yes, Phil Cook could have called the state and said something like "Umm we have a choir teacher who is alleging been stalking a student, for six years. I have seen the messages. Then maybe the state takes this out of the school boards hands.

These are all questions we want answered. Unfortunately we will probably never get that information do to the privacy laws that exist. **There is a sunshine law that you can request. You have to be specific of what you want to know but they have to provide that to you. Now with this being an ongoing investigation you might not get your answers today but definitely in the future.

Well 22 runs of Iso 20 gaining 63 yards. I dont know the name of the play but the one where they run right behind the center and guards. When you are down 14 points in the 4th quarter, with 5 minutes left you have to stop running iso 20 and "Throw the damn ball, Todd". Phil hiring his buddy for a football coaching job who is the all time leading winner and loser at William Penn. If I worked somewhere for 17 years and my dad was the athletic director for a majority of those years there you will get some wins if he isnt going to fire you. CJ will be just like WP, 6 or 7 wins a year is a success. Every once in a while we will get 8 or 9 wins.

Yes, School has become more about Sports and Entertainment than what it was initially designed to be an Educational Institution to Help Teach our Children the Basics and Prepare them for Life and/or either going into the Workforce or on to the Next Level of Education in College.

We now Build Multi-Million Dollar Stadiums - with Million Dollar Artificial Turf - while Paying Million Dollar Salaries to College Coaches - this is Ridiculous.

Teachers have more School Meetings, Seminars - causing the Children be out of School more and more - all the While our Educational Standing/Standards by States and the World keeps going down.

We have got to get back to the Basics - Education - which will allow our Children to be Competitive in the Global Marketplace.

Plus, If I or anyone and is required to meet with HR or any Superior I would definitely - Record the Meeting - even if the Company has a Second Individual in the Room - because things can get perceived or interrupted wrong - and you need to CYA - because the other Company Witness in the Room is going to side with - HR or the other Superior - Protect Yourself - Even if it says you can record the Meeting or Conversation in the Employee Manual.

Not an Attorney But - Yes, you can record conversations in Missouri if at least one person involved consents. This is known as a "one-party consent" law. Even if you do not disclose it to the other party - I would Record it - Better Safe than Sorry -

Anonymous 6:48 since you seem to have an unique perspective on the events taking place in CJ, can answer questions about the following incidents that took place during Cook’s tenure:

2013 the student suicide which was mishandled by administration.
2017 IT director inappropriate text messages to a 18 year old student.
2019 bus driver inappropriate behavior with a student.
2019 ISS supervisor and junior high basketball coach inappropriate text messages to a 18 year old high school student at another high school.
2023 grade school principal and vice principal caught having a lengthy affair.
2023 numerous football players hospitalized for using acid, all played the following week.
2023 into 2024 assistant baseball coach involved in two affairs with fellow teachers is promoted to softball coach and ends up in bed with assistant coach and student with alcohol on school sponsored trip.
2024 Smith ordeal..
And now it has been discovered two other current teachers were let go from high schools in Kansas for inappropriate behavior with a student and are currently employed by the district.
Every incident has come with Cook as superintendent and most of the current school board and most of them were swept under the rug and nothing said about it nor anything done by the media. And these are just the known incidents.

Unions have virtually no power in Missouri. Tenure means that the school district has to tell you why you are dismissed. Evaluation takes place every year. Go volunteer and seek the truth.

Public schools are not failing your children, you are. Parents no longer support teachers and administrators. Parents have raised kids to show no respect for authority and expect the kids to receive no punishment for poor behavior. Our state refuses to pay teachers a livable salary. A lot of talented teachers teach a few years and leave the profession, they leave for lack of pay and lack of parental support.

I’m not pointing the finger at everyone, but the percentage of supportive parents has certainly declined.

608. I’m not sure what your point is? Let’s assume that these accusations that you are making are 100% accurate, which is highly impossible, but let’s assume they are. If you are in charge of a company or school district of over 4,000 people or in this case, students and teachers, do you think you don’t have disciplinary actions and bad seeds? Are those adults that were having relationships still there? I’m pretty sure one of the people you are talking about was the golden child or principal/coach of your district. So was the district or in your words “Cook” supposed to assume he was having an affair and fire him before anyone knew? And furthermore isn’t “Cook” leaving at the end of the year? So what do you want, he is gone? To your point that the media won’t report. Do you really think it’s some conspiracy theory that the media, and administration are in this together to hide something. If that’s the case and you have proof that all of these things happened exactly like you have pointed out let’s see it. The whole point to the earlier post was unfortunately your school district had a young lady affected by by the actions of a teacher that somewhere someone failed her. Was it the school district, (staff, teachers, or administrators) was it the parents, was it a culmination of both? That’s the real question. Everyone wants to point a finger and assume they know the answers. If you have proof that “Cook” hid, swept something under the rug, or whatever you want to call it, let’s see it. If you have had all of this information that you mentioned above what have YOU done to bring it to light? If you are a teacher or someone in the district, what did you report to your supervisor or hotline if it dealt with a student and has that information been reported and hidden from your administration or board? Let’s see it. I’m sure Mr. Turner would love to run a story with all of this information.

I am not 608 but I will tell you that parents for 6 years have complained to administration about this teacher. Parents have gone to Cook, have gone to other Principals and nothing has been done. Over time all the evidence will come to the top and all these people who are supporting Phil Cook will look like an idiot. Phil Cook cares about Phil Cook and the future Phil Cook Sports Complex. There has to be people on the school board that are in Phils pocket. You will see when Phil finally leaves CJ im sure the school board will name something after him. Cant wait to leave this school district.

Future Phil Cook sports complex and the future Todd Hafner Football Stadium. WC and other districts name buildings or fields on people who WIN. CJ will name those after their buddies. How will that happen, a school board member will make a motion, probably the older cowger and it will be second by the other person in their pocket. Phil and Todd go win multiple state championships and actually deserve your name on a building from success.

School board wake up, make an outside hire for the superintendent. You have been promoting from within for years and look what it has gotten us. The Phil Cook buddy system.

So I have another question regarding the new superintendent. We all know its going to be Gomer Pyle. I'm hoping he has applied for other superintendent jobs and just didn't make the final list. Does anyone else think its a little fishy that the job was only open for 30 days? Was that to limit the amount of applicants so Gomer can be promoted "for only 3 people applied and he was the best candidate"? When I am hiring for a position like that I would want every possible high ranking candidate to apply. Was it only for 30 days so the school board didn't have to "volunteer" very much of their free time to pick the new leader of the school?

Follow up question to go along with the above questions will Pyle vacate his position on city council if he is indeed next in line for the job? Seems like an interesting conflict of interest if he intends to be superintendent and city council member at the same time.

The PPPP excessive finger pointing doesn't offer any suggestions of how to improve schools. I suggest you run for school board in your community PPPP, a little real time information might make you more knowledgeable and your posts more interesting.

Now, I’m not sure if Randy’s blog meets all these standards, nor do I know if he claims to be a true journalist. But what I do know is that I keep coming back to check what’s being reported here—especially after seeing how local news covers certain stories.

That brings me to a bigger question: Do people demand proof when they read The Globe, watch local news, or tune into Fox News, CNN, etc.? There’s a pattern here—declining education rankings, increasing complaints about “fake news,” missing facts, and rushed judgments.

My point is this: Just because you don’t like what’s being reported doesn’t mean it’s wrong—but it also doesn’t mean it’s right. If you truly care about an issue, don’t just react—take action. Go find the facts for yourself. And if you don’t like what you learn, do something to change it.

We’re seeing less real activism and more keyboard warriors. Case in point: When this story first broke, people swore they’d show up at the next board meeting, ready to take a stand. But when the time came? The only ones there were the board members.

It’s no accident that our education system is failing. A well-informed, engaged populace is the last thing those in power want—because an educated public holds power accountable.

11:33 those are allegations or accusations. Those are facts. You may continue to request evidence of each situation but you yourself can check the statewide employment records for employees and see if those people who were involved are still district employees.
If you want names, I can provide names for each situation.
But it doesn’t change that the superintendent and his friends on the school board have failed not once, not twice, but repeatedly at when it comes to handling employees who have inappropriate relationships with students and/or each other and not one media outlet (this blog included) has reported any of it.
It doesn’t matter if you have a dog in the fight or not, I have many co workers who have daughters who attend school in other districts and they were upset at the thought CJ allowed a pedophile to retire with his certificate which could have allowed him to go elsewhere and teach and potentially continue his criminal ways. Instead, they shrugged it off and wiped their hands of it. Essentially allowing another district deal with it. And then the gall of the superintendent to say it doesn’t matter, he’s gone one way or another. So much lack of accountability for someone who makes $180,000+ a year.

Also not sure who your teacher friends are, but here is a news flash, the school can’t revoke a teacher’s retirement or teaching certificate, fired or not. In your words that’s a fact. Even If the teacher commits murder, the school couldn’t revoke the license. It comes from the state. Also I think the state has to wait for due process until it will completely revoke it. Ask Mr. Turner how that works. I would actually like to know.
