Joplin City Council set to approve new trash-hauling contract, reduce prices for residents

 


A new five-year trash hauling contract scheduled to be approved by Joplin City Council during its 6 p.m. Monday meeting will reduce the cost for city residents by 48 cents per month, according to city documents.

The new contract with Waste Corporation of Missouri, LLC will lower the monthly residential price from $12.41 to $11.93, according to a project background provided to City Council members in their monthly packet.

Waste Corporation submitted the lowest of three bids. The city's waste disposal has been handled by Republic Services since 2016.







Information on what is included in the new contract and when it will take effect were included in the council documentation:

On April 1, 2016, the City started the current residential trash franchise. This was a five (5) year contract that provided the citizens of Joplin with a low and steady price for the first two years, and no more than a 2% increase on these services through years three (3) through five (5). The current contract with Republic Services agreement (Ordinance 2016-103) will expire on March 31, 2021. 

The current price of trash service is $12.41 which includes the $.55 administrative charge and optional $4.95 for recycling. 

On October 9, 2020, proposals were accepted from three solid waste management companies. Waste Corporation of Missouri LLC was selected and recommended for the lowest price for services to the citizens of Joplin for the curbside residential trash and recycling pick-up. 

The price for the citizens beginning on April 1, 2021 will be $11.93 (which includes the $.55 administrative charge), and optional $5.25 for recycling and $5.00 for each additional trash cart after two. 

These fees will remain in effect for the first two years of the agreement and then WCA may request a maximum increase of 2% between years 2-5 with the agreement ending on March 31, 2026. 

All WCA carts and containers will be delivered by WCA or their subcontractors and shall remain the property of WCA throughout the contract. WCA will be responsible to keep carts and containers in proper working condition. 

The City of Joplin shall be responsible for the billing and collection charges for the solid waste collection and disposal services through the monthly residential utility bill. 

The current billing and administrative fee of $.55 will be included on the utility bill and will be retained by the city to offset the cost to the city for administering the residential trash service.
