Carthage R-9 assistant superintendent retiring, band director resigns

The Carthage R-9 Board of Education met in regular session on Monday, November 16, 2020, 6:00 pm, at Fairview Elementary. Present were Board members Jeff Jones, Bill Lasley, Karen Wilkinson, Ryan Collier, and Patrick Scott. Niki Cloud attended via Zoom. Lee Elliff Pound was absent. 

Fairview third grade students Ivy Alvarado and Baylor Anderson led the Pledge of Allegiance. 

Artwork was displayed by students of Alexandra Burnside, art teacher, and students performed scarf juggling under the direction of Chuck Sailor, Physical Education Instructor. 








The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, financial reports, 2021 employee health insurance plan, and filing dates for the annual Board election. 

Ms. Lee Ann Keeling, Media Specialist, provided an evaluative report on Library/Media Services, Missouri School Improvement Program (MSIP) area I-10. Three new media specialists were added for the 2020-2021 school year due to the addition of the 6th Grade Center and retirement of two media specialists. New furniture was purchased for Fairview, Steadley, and Columbian. Media Specialists continue to develop and implement plans to provide reading material for virtual students and students learning in-person. Quarantine procedures for library books are in place to promote a safe environment. 

Mrs. Kandy Frazier, Assistant Superintendent for Instruction, provided an evaluative report on Instructional Effectiveness, Missouri School Improvement Program (MSIP) I-1 – I-3. Composite ACT scores for 2019-2020 increased to 20.6. The state 2019-2020 composite ACT score was 20.7. State assessment data is not available because of the spring 2020 closure. There is a slight decrease in the August 2020 iReady scores. Staff have been working diligently to identify gaps in learning and reteaching skills to help students grow academically. 








Julia Derfelt, Instructional Coach, Jennifer Sewell, Title I Teacher/Interventionist, Stacy Smith, Title I Teacher/ Interventionist, and Michelle Hensley, Assistant Principal, provided information on Response to Intervention Model (RTI) utilized at Fairview Elementary. They discussed the different levels of intervention, success of the program, and its positive impact on students. 

Ms. Niki Cloud provided a Carthage R-9 School Foundation update. A Co-ed Wiffleball Tournament will be held on April 24, 2021, at the Carthage Softball Complex. More details will be announced. 

Ms. Rhonda Derryberry, Technical Center Career Placement Coordinator, discussed what the State Board of Education requires to earn a Career and Technical Center Certificate (CTE). Students graduating in the 2020-2021 school year will be the first eligible to earn this CTE certificate along with their high school diploma. Dr. Baker announced students receiving this distinction will be publicly recognized at graduation. 

Ms. Niki Cloud and Mr. Lasley volunteered to serve on the John T. Belcher Scholarship Selection Committee. The committee will select a nominee to represent the district in this competitive scholarship application process. 

Mr. Brent Blevins, Managing Director, Stifel Public Finance, sought approval for a resolution authorizing and directing the issuance, sale, and delivery of $7,345,000 principal amount of General Obligation Refunding Bonds (Missouri Direct Deposit Program). This will reflect a cost savings of approximately 1.9 million for the Districts debt service fund. 

Dr. Baker updated the Board regarding the following items: 

 -Discussed Alternative Methods of Instruction (AMI-X) plans authorized by the Department of Secondary Education. 

-The AMI-X plan will be implemented November 23 and 24. Carthage R-9 students will not physically attend school however, instruction will be held online, virtually, or by a predetermined method designed by a child’s teacher. 

-The District will implement new COVID-19 modified operating guidelines recently announced by Governor Parson, the Department of Health and Senior Services (DHSS), and the Department of Elementary and Secondary Education (DESE). Under the updated guidance, proper mask wearing may now prevent individuals from being identified as close contact in K-12 schools thus possibly reducing the need to quarantine. 

-October was Breast Cancer Awareness Month. McCune Brooks Healthcare Foundation offers free mammograms for staff. The District held a Jean/Pink Out Day raising $1,401 for the McCune Brooks Healthcare Foundation. 

-November is Diabetes Awareness Month. In hope to spread awareness for other families Ashley Weston, Library Media Specialist, shared her daughter’s tragic story of undiagnosed Type 1 Diabetes. Staff can participate in a Blue/Gray Jean Day for a donation of $5.00 on November 18. All proceeds will go to the Juvenile Diabetes Research Foundation. 

-Ryan Collier was recognized for completing Missouri School Board Association Certified Board Member (CBM) Essential Training.

The Board met in closed session immediately following the regular meeting to discuss personnel matters in compliance with Section 610.021 (3) and (13) of the Revised Statutes of Missouri. In closed session the Board accepted the following personnel actions: 

Approved retirement/resignation and the employment of certified and support staff presented contingent upon receiving a clear criminal records check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/ Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:
