The Carthage R-9 Board of Education met in regular session on Monday, June 19, 2023, 6:00 pm, at Carthage South Technical Center.
Present were Board members Jeff Jones, Niki Cloud, Ryan Collier, Nathan Terry, Patrick Scott, and Lora Phelps. Bill Lasley was absent. Jeff Jones led the Pledge of Allegiance.
The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, district financial report, 2023-2024 instructional materials, meal prices for the 2023-2024 school year, re-adopt policy/regulation 0342 (nepotism, conflict of interest, and financial disclosure), drug testing request for proposal, student ridership count and bus routes for 2022-2023, award contract for asphalt, award contract for safety audit, approve Coca-Cola bid for Carthage R-9 School District, tigers together back to school plan, re-adopt Southwest Missouri Bank internet banking services resolution, and re-adopt United Missouri Bank certificates of participation series 2022.
Mrs. Catherine Steverson, Director of Information Technology, provided an evaluative report on Technology, MSIP 6 TL9, CSIP Goal V (Objectives C, D, and E). Topics addressed included 1:1 student devices covering all grade levels in the district, security measures in place for multi-factor authentication, end point detection and response, and penetration and vulnerability scanning, teacher professional development programs, online registration for new and returning students will be available for the 2023-24 school year, and improving communication with students, parents, and staff through ParentSquare.
Mr. Jones provided a Carthage R-9 Foundation update stating they are finishing up scholarship season.
The Board adopted a preliminary budget for Fiscal Year 2024, which includes certified staff moving to their next step, averaging a $460 increase for most certified staff. Administrators and non-certified staff not on a salary schedule will receive a 1 percent increase. Non-certified staff on a salary schedule will receive a step, giving them a $0.50 an hour raise.
The FY24 budget will produce a projected end-of-year carryover of 22.99 percent.
The Board met in closed session immediately following the regular meeting to discuss personnel and evaluative personnel reports in compliance with Section 610.021 (3) and (13) of the Revised Statutes of Missouri.
In closed session the Board approved the following personnel actions:
Approved the employment of certified, support, extra duty, substitute, and summer school staff as presented contingent upon receiving a clear criminal record check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:

Ian Derrickson, Music Teacher Carthage Intermediate Center New Hire
Mr. Derrickson graduated from Missouri Western State University in 2008 with a Bachelors in Music Education. He earned his Master of Music in 2011 from the University of Missouri. Mr. Derrickson started his teaching career in Braymer, MO, then became a graduate assistant at the University of Missouri while working on his Master of Music. He then traveled to Caracas, Venezuela for two years where he started a band program for an International Christian School. From 2013-2015, he taught K-5 Music in Norborne, MO. He assisted Marching Band for the Joplin School District in 2015-2016. From 2016-2019, he worked for the East Newton School District teaching 6-8 Band. Since 2020, he has worked for the Jasper School District where he taught 5-12 Band and Marching Band.
Jennifer McDermott, SPED Teacher Carthage High School New Hire
Ms. McDermott worked for the East Newton School District from 1998 through 2022. She worked as a Special Education Teacher from 1998-2006, then became Special Education Process Coordinator. She received a Bachelor’s Degree in Special Education in 1996 from Missouri Southern State University. In 2007, she earned a Master’s Degree from Lindenwood University in Administration.
Sherlyn Padilla Lopez de Greek, DL PLTW/Social Studies Teacher 6th Grade Center New Hire
Ms. Padilla Lopez graduated in Guatemala with a Bachelor’s Degree. She became an ESL teacher in 2018 and continued through this current year. She taught grades 4-7 and also worked with high school students as well.
Diane Ray, Chemistry Teacher Carthage High School Re-Hire Critical Shortage
Ms. Ray graduated from MSSU in 1982 with a BA in Chemistry and BS in Medical Technology. After working as a medical technologist for 6 years, she decided to pursue teaching. She took the necessary courses needed and began her teaching career in Wheaton, MO. She remained at Wheaton for 13 years. While there, she taught Chemistry 1, Chemistry II, Biology and others. Ms. Ray then started teaching at Webb City in 2001. She taught Chemistry, Dual Credit Chemistry, AP Chemistry and Biology. Ms. Ray retired in 2014 with 26 total years of teaching. In 2018, she worked for Monett High School in a critical shortage position. She taught Chemistry and Dual Credit/AP Biology.
