AN ORDINANCE approving a contract with Rosetta Construction in the amount of Three Hundred Twenty Thousand Five Hundred and 00/100 Dollars ($320,500.00) for the Sanitary Sewer Improvements for the Neighborhood Improvements District 4 project in the City of Joplin, Missouri providing how the cost shall be made and levied, and containing an emergency clause;

I'm not sure how all this works. Mr Pinjuv ask the city of Joplin to help pay for infrastructure. Sewer and rail and they ask if he would annex that land into Joplin. He said no, but he is annexing some of the land as it is developed. The part I'm not sure of is all that land is in Carl Junction taxing district, so why would Joplin pay for the development?
