The Carthage R-9 Board of Education met in regular session on Monday, June 15, 2020, 6:00 p.m. at Carthage High School. Present were Board members Jeff Jones, Niki Cloud, Bill Lasley and Tony Diggs. Lee Elliff Pound attended via Facetime. Wayne Jones was absent.
Jeff Jones led the Pledge of Allegiance. Jeff Jones extended his appreciation to Tony Diggs and Beth Streich for their years of dedicated service to the Board of Education and announced the resignation of board member Wayne Jones.
The Board approved the consent agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, financial report, FY20 budget amendments, 2020-2021 meal prices, Sixth Grade Center remodel change order, 2020-2021 student transportation and ridership counts, 2020-2021 proposed grant applications, architect agreement for the South Technical Center addition, and South Technical Center addition bid specifications.
The Board accepted the official results of the June 2, 2020, school board election and affirmative vote for the bond issue question.
Jeff Jones, Karen Wilkinson and Patrick Scott were sworn in to serve three-year terms.
The Board Officers for 2020-2021 mare: President Jeff Jones, Vice President Lee Elliff Pound, Secretary Niki Cloud and Treasurer Bill Lasley.
Leesa Loggains, Professional Development Chair, provided an evaluative report on Professional Development, MSIP area TL-2, G-8(2). The Board approved the Professional Development Handbooks for 2020-2021. Three year retention rates slightly decreased and survey results indicate teachers continue to receive high-quality professional development with many opportunities to increase skills.
Mr. Brent Blevins, Stifel Public Finance, discussed the process for selling the $10,000,000 general obligation bonds approved by voters on June 2, 2020, for the South Technical Center expansion and North Technical Center remodel project.
The District also determined it could possibly reduce its debt service requirements by also concurrently refunding the Series 2014 Bonds approved by voters for the construction of the Intermediate Center and junior high renovation.
The Board adopted a Go-to-Market resolution authorizing Stifel Nicolaus & Company, as the District’s underwriter, and Gilmore & Bell, P.C., as the District’s bond counsel, to proceed with the sale of the bonds.
The Board adopted the budget for Fiscal Year 2021,which included a $500 increase to the teacher’s base salary ($38,350), 0.25% increase to the support staff’s salary schedules, 2.31% raise for support staff and administrators not on a salary scale, $100 daily pay for substitute teachers and $120 daily pay for long-term substitutes, increased stipends for bilingual skills, and District paid employee health insurance. The FY21 budget will produce a projected end-of-year carryover of 20.84 percent.
Dr. Baker, Superintendent of Schools, provided a recap of the Carthage 2020 and Beyond priorities, recommendations, and survey results.
Caleb Bayless, Carthage Intermediate Center Assistant Principal, Logan Wilson, junior high health teacher, Katie Coen, junior high science teacher, Jeri Sailor, junior high physical education teacher and Gage Tiller, Carthage Technical Center Assistant Director, provided information regarding improving student soft/life skills.
Dr. Baker discussed increasing civic related instruction by providing additional educational opportunities at lower grade levels.
Dr. Baker updated the Board regarding the following items
-Appreciation to the community for passing the bond issue question with a 65 percent approval rate for the South Technical Center expansion and North Technical Center remodel project.
-Congratulations to Jeff Jones, Karen Wilkerson, and PatrickScott for their Carthage R-9 Board of Education selection to serve three-year terms.
-Summer school continues to follow the Jasper County Health Department COVID-19 health guidelines.
-The Performing Arts Center (PAC) continues to seek donations as approved by the Board of Education. Pat and Carolyn Phelps pledged to donate $750,000 for the naming rights of the facility.
The question most asked at this time is,“When we will start school?” The District is making plans; however, it is difficult to have an answer at this time.
Missouri School Board Association(MSBA) will present information to the Board of Education and Dr. Baker during a special meeting July 22, 2020, regarding board members and superintendent working together to do what is best for kids.
The Board met in closed session immediately following the regular meeting to discuss legal, personnel, and student matters in compliance with Section 610.021 (1), (3), and (6) of the Revised Statutes of Missouri.
In closed session the Board accepted the following personnel actions:
Approve the employment of certified, support, substitute staff, and non-staff coaches as presented contingent upon receiving a clear criminal records check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/ Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:
