Jill Carter presents legislation to require concurrent majority to amend Missouri’s Constitution

State Sen. Jill Carter, R-Granby, presented Senate Joint Resolution 28 to the Senate Local Government and Elections Committee this week to change how constitutional amendments are approved in Missouri and ensure only legal United States citizens and Missouri residents vote on measures to change the state’s constitution.

Currently, Missouri’s constitution may be amended with a simple majority of statewide votes. 








The passage of SJR 28 would apply a concurrent majority, meaning it would further require the change to be approved by a majority of the state’s representative districts in order to become effective.

“I believe SJR 28 respects simple majority thresholds while ensuring that all Missouri citizens have a voice independent of their geographical area,” Sen. Carter said.
