Harley Don Mullins (DOB 1995) is being held in the Jasper County Jail on a $500,000 surety or $30,000 cash bond on kidnapping and four counts of second degree domestic assault.
His arraignment is scheduled for 8:30 a.m. Wednesday.
From the probable cause statement:
During this investigation, Victim 1 stated that she and Harley Mullins, who are related by marriage,were arguing throughout the day on June 19th, 2026.
During one point of the argument, V1 stated Harley took her phone and her keys, and she was unable to leave. They ended up outside continuing the argument when Harley had pushed her onto the passenger side of the vehicle and proceeded to put her in a choke hold. She said to get him to stop, she had to "play dead." She had done this and he quit.
He allowed her to get up, and they continued to argue and ended up at the front door. She stated this
door had a Ring doorbell. While they stood there, she said he stood between her and the front door.
She stood there with her arms crossed and at one point looked down. V1 said when she looked down,
Harley had grabbed her by the throat and slammed her to the ground. She said he was choking her
hard enough to where she could not breathe.
While they were on the ground, she tried to get him off of her. He proceeded to put all of his body weight onto her which she said made her not be able to breathe even more.
After he was on her for an extended period of time, he decided to let her get up and he made her go inside. He made her take a shower to clean off. While she was cleaning off, he attempted to delete the Ring doorbell footage. She later was able to recover this footage and provided me with the video for evidence. The video showed exactly how she explained it.
A few hours after the first incident, still on June 19, 2026, Victim 1 stated she went to take her regular
nighttime shower. When she got out of the shower, Harley grabbed her and body slammed her onto
the concrete flooring. She stated that during this incident, she dislocated her knee.

After he body slammed her, she said he put her hands near the base of her neck putting an intense amount of pressure, enough to make her go unconscious.
After she regained consciousness, she attempted to run outside, still unclothed, to find help. Harley chased her and captured her again and brought her back indoors.
Victim 1 stated she was in extreme fear for her life and was "worried he would go too far." She said she did not have her phone, keys, and was unable to leave the residence.

The case was investigated by the Jasper County Sheriff's Office.
