Studies question effectiveness of 65 percent solution

Missouri legislators wisely rejected (at least for this session) the idea of implementing Governor Matt Blunt's proposal to require that 65 percent of the money that goes into the schools go directly to classroom instruction.
The idea has been promoted by an organization called First Class Education, and while no one can disagree with the idea of putting more funds into classroom instruction, the organization's idea of what constitutes classroom instruction and what was not included made the whole idea questionable.
Education World's website has posted an article that explores both sides of the issue, with links to the First Class Education website and to two studies which question the effectiveness of the plan.
