A December 29, 2012, report of a domestic disturbance at former Joplin City Manager Mark Rohr's home appears to be one of the items explored in the nine pages of investigator Tom Loraine's report that not have been revealed to the public.
That call is explored in an article by reporter Debby Woodin posted late last night on the Joplin Globe website:
The domestic disturbance call was made to police at 2:35 p.m. on the Saturday in 2012. The police responded to what an officer described in the report as a “possible physical disturbance.”
One of Rohr’s stepdaughters had called the police, saying Rohr and her mother were arguing and her mother yelled to call 911.
Police reported that Rohr’s wife, Lois, told them that she and Rohr had argued. She is quoted in the report as telling police “It was stupid, we were yelling and I screamed ‘Call 911’ out of anger.” She told the police there was no violence, the report states. Police officers noted that they saw no marks to indicate that she had been hit.
An officer took Rohr aside and spoke with him. Rohr told the officer that one child in the house had hit a younger child, leaving a mark on the younger child’s back. “Mark got onto his stepson, and his wife got mad at Mark. Mark and Lois began verbally arguing,” report reads. It also states that Rohr said he did not hit his wife.
The officers said they then spoke more to Rohr’s wife. She told them “she felt stupid for what she had done due to Mark’s job,” the report reads. “Lois insisted nothing physical happened and no threats were made.”
The officers asked to look at the young son’s back and noted a “small, red mark.” The boy did not seem to be bothered by it, police noted.
“Due to all the statements given it was determined no action was needed to be taken,” noted one of the officers in the report.

How many men who are public leaders do you know who have had to deny abusing their spouse in at least two different communities? A pattern begins to emerge...
not every body gets that teatment I had a 13year old stepson tell me to f-off picked him up and putt him in his room and shut the door he calls 911. Talked to one of Joplin's finest told him the story.He told me to put my hands behind my back. 24hrs in jail not to mention charges were dropped.And they wonder why they have school shootings.If they did that crap when I was growing up my dad would be doing life whith out parole.
I have been a avid observer of all of the drama that has transpired since the firing of our city manager. It occurs to me if the report from the investigator was so well received by the council that they voted to fire the city manager it would only follow that they would take his advice and terminate their contract with WB. But guess what they only used it as an excuse to do what they wanted all along to get rid of the city manager. Joplin has been placed in a rather bad light by this abuse of power by our elected officials. There was even a report of this firing in Esquire magazine. I hope the five are happy, they got what they wanted and the taxpayer pays the bill. Finally it would seem if so many people were happy to see the bully fired then how come none have come forward to express their thanks for what the 5 did for them,
The JPD has a policy: If called to a domestic disturbance where both parties are present, one will be removed (forcibly--meaning cuffed and stuffed, by the way). It's necessary to prevent a return to the same place and the possibility someone could later be hurt or killed.
No exceptions.
Unless, apparently, you're the City Manager.
The Globe is too collectively stupid to ask about that it seems.

Asked whether he felt any pressure because of Rohr’s position as his boss, Roberts said, “Mark never ever tried to direct me at any time” regarding the handling of incidents or arrests."
Because as Rohr said:
"Rohr, in response, said that much of the information Loraine investigated was based on rumors and allegations, and involved largely disgruntled employees and former employees or those who disagreed with personnel decisions he had to make."
Its odd that the police chief refused to testify and then suddenly retired. And there is a flash drive of the recording of the 911 call that the investigator has possession of. Stark might be moving to texas too if that recording gets released and everyone finds out she helped cover a crime.

Well duh- there are 400 employees who know what the truth is and are very thankful for the 5 heros on the council but do you think the globe is going to publish their comments? Those 400 people have let all their friends and relatives know the truth so now you are looking at thousands of people that know the 4 that voted to keep rohr need to go and that the globe has no interest in reporting the news. You know that the council cant terminate Wallace bajjalli contract without paying millions in penalties but I don't think you are really just an "observer of the drama" but instead trying to shape opinions based on half truths and innuendo. And who cares what was written in Esquire?
The globe and all the rohr worshippers can keep lying to yourselves but Joplin is small enough that all of the truth has come out and all of your covering up just looks dumb.
here are some questions that Turner might have to do a story on: Why was JPD even doing an investigation of the 911 call on the city manager? When it became clear that his supervisor was the accused on a 911 call the chief of police should have immediately called for an outside agency to do the investigation. what is the official policy and was it followed? How do we know that rohr didn't threaten retaliation against JPD? Why was the report altered the next day? Was special treatment offered for anyone that helped cover up?
We know why the globe didn't ask these questions but the investigator probably did.
We need to know now, before the election, what the extent of the cover up was and why the highway patrol or county was not called to his house. And was any special treatment given to any emloyees that helped with the cover up. The globe thinks they put this to rest but they just opened the door to an even bigger investigation. I think we know who the good old boy network is.
Speck. Roberts. Besendorfer. Rohr. Lots of tornado town leaders running off. Is it coincidental? Since all of them have left suddenly and tried to leave quietly, I doubt it. Who will be the next one to bail on the town? What are they running from? The Globe will never tell us, so I guess more investigators will have to be hired to find out.
Sounds like how an investigation would be conducted on The Dukes of Hazard with Roscoe P. Coltrain investigating Boss Hogg for domestic abuse. Boss Hogg would simply buy off Roscoe with a new squad car.
If the JPD police chief would have followed procedure and recused himself and the Globe didn't provide cover up we would have saved $85,000 But lets blame the 5 that did the right thing

Of course not Mark, you threw her down a flight of stairs when she was eight months pregnant.
Why else would a woman scream to her kids, "Call 911." If it were such a minor incident? She was scared for her life. This was not an isolated incident, it was one of several.
Lois is scared for her life and is mentally and emotionally unstable from what will happen to her and her kids if she outs her husband. Plus, she knows he is the meal ticket. $197K? Pays for a lot of shopping.
She is willing to trade the occasional beating and abuse for the meal ticket.
