A warrant was issued for the arrest of Stephen Douglas Frizzell, 70, Golden City, on a misdemeanor sexual misconduct charge with bond set at $2,500.
From the probable cause statement filed today in Barton County Circuit Court:
Frizzell committed the crime of Sexual Misconduct in the first degree by Exposing his genitals under circumstances that he knew would cause affront or alarm by going out on his front porch completely nude and urinating off the front porch.This was observed by 3 adult females who were also in the presence of 5-6 children under the age of 12 who were playing in the yard of their residence across the street.
Frizzell is also a Tier Level 3 Registered Sex Offender.
The case was investigated by the Barton County Sheriff's Office.
According to the Highway Patrol's sex offender registry, Frizzell pleaded guilty to the sexual assault of a 10-year-old girl in Douglas County, Colorado on December 20, 1999.
