Probable cause: Drunk driver hits pedestrian, dog while fleeing Webb City Police


A Joplin man has been charged with felony driving while intoxicated, aggravated fleeing and armed criminal action, after allegedly hitting a pedestrian and a dog with his motorcycle Friday.

According to a probable cause statement filed today in Jasper County Circuit Court, Kobe O'Dell Parker (DOB 2004) hit the pedestrian and dog following a pursuit by the Webb City Police Department.







From the probable cause statement:

On 08/15/2025 at approximately 1313 hours, I, Officer Morris, was stopped at Madison and MacArthur awaiting a green signal to continue south on Madison. While stopped, I observed a white, off-road style motorcycle cut around traffic and drive through a cutout in the median that was designated as a crosswalk for pedestrian traffic.

The motorcycle then came to a stop in the pedestrian crosswalk and waited until the signal was green. I got behind the motorcycle and initiated a traffic stop by activating my emergency lights and sirens.

The driver, who was identified as Parker failed to yield to my emergency equipment and continued driving south on Madison in a careless manner.

Parker continued southbound until he reached the intersection on Madison and Fountain Parker made a right hand turn into the parking lot of Arby's (1704 S. Madison Street). Parker then cut across into the parking lot of Taco Bell (1708 S. Madison Street) where he hopped the curb behind Taco Bell and continued north in a grass easement between the parking lot and the fence line that divides Arby's and Taco Bell from Mount Hope Cemetery (3700 N. Rangeline Road).

As Parker was driving in this easement, an officer attempted to block Parker with his patrol vehicle by pulling perpendicular to the fence. Parker was able to fit the motorcycle through the gap before officers had it completely blocked off.

As Parker continued northbound in the grass easement, he struck a pedestrian and a dog that were sitting under the tree for shade. The struck pedestrian was later identified as he was getting treatment at Freeman Urgent Care for apparent injuries to his head and right leg.







From here, Parker exited Arby's property and continued west on Fountain at a high rate of speed. Officers were able to catch up to Parker near Fountain and College as he was trying to make a right hand turn to go north on Frisco Trail.

When Parker was making this turn, he was going at a speed that was more then he could handle, resulting in him putting the motorcycle into the overgrown brush near the trail. Officers were able to block the boke in and disable it from being used any further.

Parker then took off running on foot through the neighborhood. After a brief foot chase, Parker was located and taken into custody without further incident.

In Parker's right pocket was a Glock 30.

Parker was transported to the Webb City Police Department. After reading Parker his Miranda warning I asked if he had anything to drink or smoke. Parker said he smoked four "hits" of marijuana at around 114o-1150 hours on 08/15/2025.
