A Webb City man pleaded not guilty to a drug trafficking charge during a hearing today in Clinton County Circuit Court in Plattsburg.
Richard Lee Spicer, 52, is being held without bond in the Clinton County Jail. A bond hearing is scheduled for 1:30 p.m. Wednesday.
The allegations against Spicer were detailed in the probable cause statement.
On August 6, 2025, I stopped Richard L. Spicer for displaying a handicap placard on the rearview mirror of his vehicle and exceeding the posted speed limit by 5 miles per hour.While speaking with Spicer, he verbally advised he was in possession of a glass smoking pipe containing methamphetamine. While conducting a probable cause search of his vehicle, I located a glass smoking pipe with methamphetamine behind the driver's seat of Spicer's vehicle.
Continuing the search, I located a plastic bag containing approximately 1 ounce of methamphetamine, 100 empty baggies, and a weigh scale.
At 1842 hours, I placed Spicer under arrest. After advising Spicer of the Miranda Warning, he advised the methamphetamine was cut with fentanyl. Spicer was secured and handcuffs and transported to the Clinton County Jail in Plattsburg, Missouri and placed on a 24-hour investigative hold.
The case was investigated by the Missouri State Highway Patrol.
