The two top Republicans in the Missouri Senate, President Pro Tem Tom Dempsey and Majority Leader Ron Richard of Joplin, provided the winning margin joining Democrats to sustain Gov. Jay Nixon's veto of HB 436, the gun bill, by one vote. Both men said they feared the problem the bill would cause police and prosecutors.
