Post-Dispatch editorial explains why campaign finance law is a terrible one

Today's St. Louis Post-Dispatch lays it on the line with an editorial about the new campaign finance bill which Governor Matt Blunt is expected to sign into law: It's terrible.
The newspaper concludes the editorial by saying:

A little transparency is good, but it's not enough. It's no substitute for real campaign finance reform that sharply limits individual and corporate contributions, restricts second-party gifts and mandates full and accessible disclosure. The bill the governor is about to sign is a bad one: bad for Missouri, bad for democracy, bad for politicians who need courage and genuine independence to do the people's business.
