Fired City Manager Mark Rohr told the Joplin City Council and those attending the city council meeting or watching it on television that his firing was a conspiracy.
Rohr referred to the five City Council members who fired him Feb. 4 as "corrupt" and "evil."
Rohr criticized the report that was compiled by Osage Beach private investigator Tom Loraine as being filled with "gossip, innuendo, and baldfaced lies."
When Rohr completed his presentation, about half of the audience began applauding and within seconds were giving Rohr a standing ovation.
The former city manager said the presentation he was giving did not center on the Loraine investigation as much he had originally intended. That was likely a reference to Rohr's new status as incoming city manager at League City, Texas. Prior to that, it was expected that Rohr was going to mount a battle to regain his job in Joplin.
What else he could have added to his comments on the Loraine investigation is unclear. While Rohr dismissed the quality of the report, he offered no specifics as to what he found wrong with it. Though the council, by an 8-1 vote, allowed Rohr to exceed the normal five minute time limit for speakers, Rohr did not go into detail.
He began his presentation with a listing of accomplishments that had taken place during the decade he was Joplin's city manager, including downtown redevelopment, the financial stability of the city, a reduction of violent crime, the neighborhood improvement program, construction of a water park, the city's overall appearance, landing a minor league baseball team and, of course, the work that has been done since the May 22, 2011, tornado and the "city of Joplin has established a national, even worldwide reputation for getting things done."
Rohr recalled the speech he made one week after the tornado at Cunningham Park when he said, the best way to honor the 161 who lost their lives was to channel energy into the rebuilding of Joplin. "bigger and better than it was before the storm."
Rohr's voice began to halt as he recalled the promise he had made during that May 29, 2011, speech. "I gave my word to Joplin citizens that I would be totally committed to that task. That is what we have done until that process was interrupted on February 4."

Yes - The Joplin City Council Members is Corrupt and Incompetant and had No Clue how to run a City Government - They all cheated and made money off the Joplin Tornado and should have been Recalled, Sanctioned, and Jailed.

A report on a city-ordered investigation also cleared Councilman Bill Scearce of wrongdoing in an FBI investigation of local gambling and recommended that Councilman Mike Woolston should divest his business interests or resign from the council.
A Houston-area city has agreed to pay Mark Rohr, who was Fired as the Former City Manager of Joplin, $145,000 to settle a free-speech lawsuit with its former city manager who took the job after he was fired from the southwest Missouri city of Joplin after a deadly tornado.
Mark Rohr was hired in League City, Texas, in 2014. The Joplin City Council fired him in a split vote after an investigator’s report described him as a vindictive manager who couldn’t get along with department heads.
In 2016 he was fired from his League City post after he filed ethics complaints against the mayor. Rohr alleged in a federal lawsuit that his firing was an attempt to “chill” his speech.
Rohr was hired last month as city manager for the city of Marshall, Texas.

In November of 2021 the Marshall Texas newspaper announced Rohr had given the city council a letter informing the council that he would retire.

There is a new update that I don't think has been on Turner Report yet, Mark Rohr wrote a book.
It's a work of fiction about small town corruption. The main character is apparently a WWII veteran named Jake who returns after the war and he discovers and fights small town corruption. From a review online:

And after the Globe published the story prior to his arrival in Joplin (Globe front page October 10, 2004) about how his previous jobs felt about him why people here are surprised that controversy has followed him everywhere is beyond me

The post-tornado Rohr was only one chapter of his tenure in Joplin, what about the pre-tornado Rohr when council was building its case to terminate him for violating his morals clause of his contract.
He threw his pregnant girlfriend down a flight of stairs and the resulting injuries caused his own unborn child to have developmental disabilities. There was no police report or investigation because of his position. Huge coverup.
