Carthage R-9 Board receives updates, hires one teacher, six substitutes, seven support staff

The Carthage R-9 Board of Education met in regular session on Monday, October 19, 2020, 6:00 pm, at the 6th Grade Center. Present were Board members Jeff Jones, Niki Cloud, and Bill Lasley. Karen Wilkinson, Ryan Collier, and Lee Elliff Pound attended via Zoom. Patrick Scott was absent. 

Sixth grade student Oliver Najarro, led the Pledge of Allegiance and the 6th Grade Center band percussion section played three selections under the direction of band directors Sal Prado and Jennifer Sager. 

The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meetings, payment of bills, financial reports, FY20 budget amendments, 2021 Practical Nursing Program Student Handbook, and student ridership count and bus routes for 2020-2021. 








Dr. Mark Baker, Superintendent, provided an evaluative report on Finances, Missouri School Improvement Program (MSIP) area G-8 (3-5). The district is responsible for procuring resources to support a quality educational program. 

Reserves are maintained in accordance with the Board of Education’s targeted 25% carryover each year. Financial reports are submitted and procedures are followed in accordance with federal and state mandates. Additional revenue to supplement district programs and activities have been secured through fundraising activities, grants, and naming rights donations. 

Mrs. Kandy Frazier, Assistant Superintendent for Instruction, Shelly Wilson, Carthage High School counselor, Dr. Holley Goodnight, Technical Center Director, Jana Sawyer, Language Programs Director, and Beth Hunt, Curriculum Director, provided a review of the district-wide assessment program. Discussion included the assessment calendar, types of assessments, and college and career planning. 

Ms. Niki Cloud provided a Carthage R-9 School Foundation update. The Major Saver Card Fundraiser has begun and will run through October 28. 

Mr. Joe Kinder, Stifel Public Finance, provided the Board of Education information to consider the adoption of a Go-to-Market Resolution authorizing the District’s underwriter and the District’s bond counsel to proceed with the sale of general obligation refunding bonds with an approximate principal value of $8,040,000 to achieve interest cost savings for the District. The board approved the Go-toMarket Resolution. 








Dr. Baker updated the Board regarding the following items: 

• The band program continues to thrive providing excellent instruction beginning in sixth grade. Even though fifth grade band was removed a few years ago, student participation and skill levels continue to increase each year. 

• Parent Teacher Conferences are scheduled for Tuesday, October 27 (4:00pm-8:00pm) and Thursday, October 29 (2:00pm – 6:00pm). Parents will be provided the opportunity to choose a meeting either by phone, virtually, or in person. 

• Pink Out Day will be held Wednesday, October 28. 

• Red Ribbon Week will be celebrated October 26 through October 29. 

• No school Friday, October 30. 

• The district’s surplus auction was a huge success. 

• Recognized Ms. Niki Cloud, Board Member, for completing Missouri School Board Associations’ (MSBA) requirements for Master board member certification. 

• As always, remember CHILDREN’S BEST INTEREST! 

The Board met in closed session immediately following the regular meeting to discuss legal and personnel matters in compliance with Section 610.021 (1) and (3) of the Revised Statutes of Missouri. 

In closed session the Board accepted the following personnel actions: 

Approved a retirement/resignation and the employment of certified and support staff presented contingent upon receiving a clear criminal records check from the Missouri Highway Patrol and Federal Bureau of Investigation, and a clear check of the Adult Abuse/ Neglect Registry maintained by the Missouri Department of Social Services for all employees new to the district:
