Department of Housing and Urban Development as required for use of the City of
Joplin’s Community Development Block Grant Program (Entitlement) and the Joplin Consortium HOME Investment Partnership Program for fiscal year 2016; and authorizing the City Manager or his designee, the Director of Planning, Development and Neighborhood Services to execute said Plan for and on behalf of the City of Joplin.

A RESOLUTION extending the time for completion of the 15th Street Improvements in the 1717 Market Place Tax Increment Financing Plan pursuant to the Agreement Regarding Repayment Rights.

COUNCIL BILL NO. 2016-131
AN ORDINANCE       approving an agreement with HDR Engineering Incorporated in the not to exceed amount of Three Hundred Sixteen Thousand, Three Hundred Forty- Six Dollars, ($316,346.00) for Engineering Services Associated with the Connecticut Avenue Bridge Replacement Project authorizing the City manager to execute the same; and containing an emergency clause.

COUNCIL BILL NO. 2016-132
AN ORDINANCE     declaring a public necessity for the acquisition by condemnation proceedings of real property and easements from property described as, All that part of the Southeast Quarter of the Southeast Quarter of Section 13, Township 27 North, Range 33 West, City of Joplin, Jasper County, Missouri, being all that part of the tract of land described in the General Warranty Deed duly recorded in the Jasper County Recorder's Office in Deed Book 1802, at Page 715, for the construction of public road and storm water public improvements near 29th and Arizona Avenue, directing the City Attorney to commence an action to obtain said property; and containing an emergency clause.

AN ORDINANCE approving Amendment 1 to the agreement for Olsson Associates for Two Hundred Seventy Two Thousand Three Hundred Ninety One no/100 Dollars ($272,391.00) for Engineering Services of Design & Construction Management Associated for the 32nd Street Widening from Schifferdecker to Central City Road Project and containing an emergency clause.

AN ORDINANCE authorizing a Program Services Contract Amendment, by and between the State of Missouri, Department of Health and Senior Services, and the City of Joplin, Missouri, for the City of Joplin Health Department to receive compensation, for Thirty-Six Thousand, Three Hundred Thirty-Seven Dollars, no Cents, ($36,337.00); and, authorizing the City Manager to execute the same by and on behalf of the City of Joplin, Missouri; and, containing an emergency clause.

AN ORDINANCE                  approving a Contract for Technical Support by and between the City of Joplin, Missouri and Motorola, Inc., dealing generally with the provision of customer support, maintenance, and technical support for the City’s Motorola Digital Radio System for the annual amount of Seventy- Nine Thousand, Six Hundred Thirty-Six Dollars and Eighty cents ($79,636.80); authorizing the City Manager to execute the same by and on behalf of the City of Joplin, Missouri; and containing an emergency clause.

Randy, why are we spending tax dollars for drainage improvements in this area and to build a road to connect Mississippi and Arizona Avenues? Is it mainly to provide access for a 32nd Street medical office to Arizona Avenue and to protect a certain area from storm water runoff? (Maybe if we quit paving everything and allowed the natural wetlands to do their thing we wouldn't have as many drainage problems.) It appears that COUNCIL BILL NO. 2016-132 is for the benefit of an individual business and property owner and not the Joplin taxpayers. This is an unethical use of condemnation and taxpayer resources! I've heard that the city has already paid well over a quarter of a million dollars to a wealthy landowner/developer for their landlocked property as part of the project. The business should pay for access to Arizona Avenue out of their own pockets and not ours. But no, instead Joplin taxpayers are being forced to foot the bill!

COUNCIL BILL NO. 2016-132 is not for the good of Joplin residents as a whole and should be voted down!

I for one support the business/property owner who is being unfairly penalized for owning and improving their property on Arizona Avenue!

How is this landlocked piece of private property good for the residents of Joplin? Seriously, do we really need to condemn more privately owned property just to satisfy the needs of the wealthy? Are we catering to the Good Ol' Boys Network? How can a road behind what used to be a grocery store (is it even being used now?) that goes to Arizona Ave. even be justified with taxpayer dollars? Is Pediatric Partners helping to foot the bill? Is any property being condemned that belongs to Fellowship Baptist Church? Why do the residents of Joplin need this road? Really? Who is making money off of this deal? It is certainly not the taxpaying citizens of Joplin.
