AN ORDINANCE approving the contract by and between the City of Joplin and Gator Industrial for the demolition of the structure(s) and clearing of lot area located at 1012 Central Ave. in the City of Joplin, Missouri, for Three Thousand Seven Hundred Seventy-nine and 00/100 Dollars ($3,779.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE approving an Agreement by and between the Joplin Humane Society, Inc., and the City of Joplin, Missouri, providing for animal sheltering services for the city animal control program, authorizing the City Manager to execute said Agreement by and on behalf of the City of Joplin, Missouri; and, containing an emergency clause.

AN ORDINANCE authorizing the City of Joplin to enter into a Funding Agreement with Downtown Joplin Alliance for the purpose of protecting, rehabilitating, and redeveloping endangered properties with Downtown Joplin; and authorizing the City Manager to execute said Agreement by and on behalf of the City of Joplin, Missouri.

COUNCIL BILL NO 2020-168

AN ORDINANCE approving the City of Joplin to enter into a construction agreement with Visu-Sewer of Missouri, Inc., in the amount of Three Hundred Seventy-Eight Thousand Three Hundred Fifty-Eight and no/100 dollars ($378,358.00) for construction of the 2020 East Town Infrastructure – Sanitary Sewer Project; and authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin.

This Meeting, Record, And Vote To Be Closed To The Extent Provided By Law. The City Council Shall Adjourn At The End Of The Session.

COUNCIL BILL NO. 2020-610 - CITY OFFICIALS: you have a private group telling you they think they can do your job better than you. They want to prove it by leasing multi-million dollar facilities (that were purchased by local taxpayers) for only $55k per year. The private group is willing keep all the money they will make by defiling teams with astronomical tounament rates, inflated gate fees, ridiculous concession prices and mandatory hotel stays. They scam you by wrapping it all up with a pretty “don’t worry-we’re saving the city money” bow! How about a counterprosal that includes city job applications to the members of Parkwood Tournament Company? After background checks are complete, the city can hire them to work exclusively for Parks Dept and bring in tournaments. The City Finance Dept will not have to settle for a loss or break-even money or even $30k in revenue on a stadium the taxpayers paid $5Mil to renovate, but instead make $250k+ in tournament revenues.
The city administration needs to reevaluate the Parks Dept and develop a Joplin City Action Plan for these venues. Passing it off to the private company, Parkwood Tournaments is nothing but an easy and presumably corrupt answer, and the lazy approval that will open up Pandora’s box. If City Council approves this, get ready for proposals from private mortuary companies to take over all the city cemeteries. Another private company will submit a proposal to take over the city golf course. The city may even get proposals from private accounting firms, private financial advisors, private billing companies, and private corporate attorneys to take over the City Finance Dept. Proposals from private engineers and construction companies to take over Public Works Dept are also probable. If City Officials are actually considering the “Emergency” (fyi-Red Flag) Parkwood Tournament proposal, they might as well terminate all the city employees and outsource everything. City Administration and Council- Do Your Job! You were elected or hired to do what is in the best interest of the city. ATTENTION: this should include actual work consisting of Effective Leadership, Department Management, Identifying Potential Perils, Communicating Expectations, Revenue Management, Holding Employees and Coworkers Accountable, etc... Your job does not include selling out.

The timing of this proposal and it's inclusion of an EMERGENCY CLAUSE is a set-up. The City has been in discussions with the principals of Parkwood Tournaments since May. A request for information under the Sunshine Law foe emails, texts, and all other documents will illustrate that. The timing was done purposely to reduce any opposition and eliminate the citizen's ability to respond.
