Carthage man bound over for trial on meth possession charges

A Carthage man waived his preliminary hearing this morning in Jasper County Circuit Court and was bound over for trial for possession of a controlled substance.

Stacy Lee Starr (DOB 1975) will be arraigned in Division III 9 a.m. November 6.

The Carthage Police Department arrested Starr after responding to an accident. 







While checking out the accident, an officer spotted "a small clear plastic baggie with red smiley faces containing a white crystalline substance that from my training and experience suspected to be methamphetamine (0.5 g), sitting in plain view in the lower center part of the dash in a small cubbyhole."

According to the probable cause statement, Starr claimed he had given another man a ride several hours earlier and the meth must have belonged to him.







The statement notes Starr's long record of drug arrests, including the following:

11/09/2000 - Possession of Marijuana and Drug Paraphernalia 
10/02/2001 - Possession of Marijuana and Drug Paraphernalia 
11/22/2001 - Possession of Controlled Substance (Felony) 
10/26/2002 - Possession of Marijuana 
02/10/2003 - Possession of Controlled Substance (Felony) 
12/14/2004 - Distribute/Delivery/Manufacture Controlled Substance (Felony) and Possession of Controlled Substance (Felony) 
11/22/2006 - Possession of Controlled Substance (Felony) and Possession of Drug Paraphernalia 02/22/2010 - Possession of Controlled Substance (Felony) 
04/07/2018 - Driving While Intoxicated
