A misdemeanor sexual misconduct charge was filed today in McDonald County Circuit Court against a Pea Ridge, Arkansas man who allegedly aggressively masturbated in front of a woman.
According to the probable cause statement, Talor C. Holt (DOB 1996), described as a white male with dreadlocks was "fully naked and masturbating" in the driver's seat of a Jeep.
From the probable cause statement:
According to the victim, she entered her vehicle, and Holt began to open his door and continue masturbating quote "more aggressively now towards me." The Victim then left the scene.
I made contact with the {witness} and retrieved surveillance footage showing a white male sitting inside a Jeep Liberty who appears to be naked moving his right arm in a manner consistent with masturbation.
As the victim entered her vehicle, the man can be seen opening his door, placing his left foot down on the ground, and leaning out of the door to face the victim.
The victim immediately began driving to leave the scene, and Holt placed his right foot down, fully exiting the vehicle, to watch her leave. As the victim leaves the premises driving northbound on Route KK, Holt immediately reenters the white Jeep Liberty and begins following her northbound on Route KK.
The case was investigated by the McDonald County Sheriff's Office.
