The Carthage R-9 Board of Education met in regular session on Thursday, March 14, 2019, 6 pm, at Carthage North Technical Center.
Present were Board members Tony Diggs, Lee Elliff Pound, Justin Baucom, Niki Cloud, and Jeff Jones. Bill Lasley arrived shortly after the start of the meeting. Elizabeth Streich was absent.
The freshman Carthage Technical Center FFA team led the Pledge of Allegiance and conducted a Conduct of Chapter meeting demonstrating the correct use of the FFA Opening and Closing Ceremonies, parliamentary procedure to conduct an orderly efficient meeting, the ability to communicate and participate effectively as a team member, and the ability for critical thinking and teamwork for effective decision making.
The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, financial reports, bid specs for capital projects, and establish nonresident tuition rates for 2019-20.
The nonresident tuition rate approved for 2019-20 school year is $8,345, an increase of $277.00, as compared to 2018-19. The Carthage Technical Center nonresident tuition rate for 2019-20 school year is $1,350.00, an increase of $99.00, as compared to 2018-19.
Artists of the Month awards were distributed to March winners. Beth Hunt, Mark Twain Assistant Principal and District Curriculum Director, provided an evaluative report on Curriculum, Missouri School Improvement Program Area I-5. Target areas include academic achievement, college readiness, career readiness, attendance, and graduation rate.
A review of the 2018 Annual Performance Report (APR) indicates a rating of 87.5% with an overall score of 105/120. This is an increase in performance from last year’s rating of 83.6%.
Kathleen Swift provided an evaluative report on Gifted Education, Missouri School Improvement Program Area I-3. Challenging courses of study are offered to gifted students to help keep them engaged and prevent underachievement.
Two students were nominated for the Scholars Academy based on IQ and academic performance. Currently there are 128 students enrolled in the program.
Dan Hill, Maintenance Director, provided an evaluative report on Facilities and Maintenance, Missouri School Improvement Program Area G-8(6). Several projects were completed this past year, including roof repairs to Pleasant Valley and Columbian Elementary, and pavement repairs at Administrative Offices, South Tech Center, North Tech Center, high school, Bus Barn, and IT. A new sewer line was installed at Fairview Elementary and a safer crosswalk/parent pick-up plan was put in place. Lighting upgrades were completed at the existing junior high and Pleasant Valley Elementary. Bottle fillers were retrofitted onto multiple existing water fountains at the high school, junior high, Intermediate Center, and Mark Twain.
Six Victory electrostatic sprayers were purchased to combat sickness and absenteeism district-wide.
The high school tennis courts and locker rooms at Haffner Stadium are near completion. The junior high remodel project is ongoing. The new Tiger Activity Center is under construction with a planned completion date of July 1.
Kandy Frazier, Assistant Superintendent for Instruction, provided an evaluative report on Instructional Effectiveness, MSIP Area I-1, I-3 which includes state assessments, academic achievement, college and career readiness performance/placements, as well as attendance and graduation rate.
Highlighted were college and career readiness standard 3 indicators I-3 areas in which our district consistently earns 100% of possible APR points.
Mrs. Elliff Pound provided an update on the Carthage R-9 School Foundation activities. Payroll deduction cards were distributed to Carthage R-9 staff for the purpose of tax-deductible contributions to the grant fund. Major Saver checks were distributed to all participating schools.
Foundation scholarships will be awarded at this year’s Academic Awards Night, Monday, May 6. The Boylan Art and Writing Contest is open through mid-April. Winners will be announced at the Boylan Art Exhibitor Showcase on April 24 in the high school commons.
The Foundation will soon be promoting the sale of approximately 300 bricks for the Tiger Activity Center.
Dr. Baker updated the Board regarding the following announcements:
-The fourth Carthage 2020 and Beyond meeting was held on March 22, 2019, with another great turnout. The next scheduled meeting will be held April 22, 2019, at the high school commons area at 6:30 pm. This will be the last meeting held for the 2018-19 school year.
-Encouragement to be aware of proposed pending legislations. Pay attention to what they are doing or not doing and call them if you have questions.
-Spring sports seasons are starting.
-Spring break is March 18-22. We will return to the classroom on March 25.
The Board approved the reemployment of probationary staff, staff to receive tenure, and administrators/staff not eligible for permanent status, effective for the 2019-20 school year.
