The department issued the following news release:On 3-5-2025, detectives with the Joplin Police Department’s Flex Platoon observed a hand-to-hand narcotic transaction between three individuals.

Two of the suspects were sitting inside a Ford Explorer that was parked on the lot, and one male was on foot standing near his parked vehicle. As detectives intervened, the driver of the Ford Explorer attempted to flee the scene in the vehicle.
The Ford Explorer was able to be stopped by Joplin officers and the two people inside were detained. The third person involved remained on the scene and was detained.
The male that was detained on the parking lot was identified as John H. Joseph 2nd, 54, of Joplin. A search of his person and vehicle yielded approximately 12.3 grams of suspected fentanyl.
Additionally, it was discovered that Joseph was in possession of a 9mm firearm that had been reported stolen in Joplin in 2016.
The driver of the Ford Explorer was identified as Kenneth W. Heistand, 66, of Joplin, and passenger Kayla M. Hayes, 34, of Joplin. All subjects were arrested on scene.
Joseph was arrested for Trafficking Drugs in the First Degree, Unlawful Use of Weapons, and Stealing. Heistand was arrested for Trafficking Drugs in the First Degree and Resisting or Interfering with Arrest. Hayes was arrested for Trafficking Drugs in the First Degree. Charges for all three individuals were submitted to the Newton County Prosecutor's Office for consideration.
