Naked Carthage man charged with meth possession, sexual misconduct

A Carthage man was charged with possession of methamphetamine, a felony, and sexual misconduct, a misdemeanor, after running through the hallways Days Inn and then outside the property naked.

Bond was set at $5,000 cash or surety for Jose Tulio Juarez-Ramos (DOB 1991).

From the probable cause statement:

 On 09/01/2025, I, Officer Chris Haddock, was dispatched to Days Inn at 1441 W Central Ave. for a male that was running throughout the property naked exposing his genitalia. 

Employees at the Days Inn described seeing Jose Juarez Ramos running up and down the hallway naked. Juarez Ramos then ran through the lobby and out the front doors running southbound out towards Central Ave. 

Once Juarez Ramos reached the grass at the south side of the property, {he} then turned around and ran in front of the business towards the rear of the business and out into a field at the rear of the business. 

The Days Inn staff released a clear plastic trash bag, jacket and a black backpack that was located in the room that Juarez Ramos was staying in. A search of the property {revealed} a pen that was hollowed {that}was located in the black jacket pocket. 

Inside the hollowed out pen there was a powdery residue in the tube. During a search of the clothing in the clear plastic trash bag, a clear plastic baggy that contained 1.6 grams of methamphetamine was located.

The case was investigated by the Carthage Police Department.
