I don't understand Item 4 of the Regular Agenda. "A RESOLUTION AUTHORIZING AND DIRECTING THE ISSUANCE, SALE AND DELIVERY OF GENERAL OBLIGATION SCHOOL REFUNDING BONDS (MISSOURI DIRECT DEPOSIT PROGRAM)." On whose authority? Isn't voter approval needed for the issuance of bonds, as it was in 2012?

"PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX FOR THE PURPOSE OF PAYING THE PRINCIPAL OF AND INTEREST ON SAID BONDS AS THEY BECOME DUE." Again, on whose authority? I thought new taxes had to be OKd by those who'd have to pay them.

I am hardly an expert on legalities of local government. If I am missing something, or misreading, I'd be pleased to be politely set straight.

No that is not about a "tax" levy which would require a vote. Now the Board can adjust the levy amount slightly which they recently did. This is the new "shell game" that they are playing with the massive interest they face for all the absurd debt. Mainly so the "new board" can act like something has been accomplished when the can is really just getting kicked farther down the road!
