A proposal made public only one day ago by the Turner Report to turn over operation of four Joplin baseball stadiums to a private company may be a done deal by next Monday night.
When the Joplin City Council votes on a proposal by Parkwood Tournament LLC, a company formed by Mike Greninger and Bobby Landis, it will be on an emergency basis on the recommendation of city administration.
Documentation for the 6 p.m. Monday meeting indicates the proposal was reviewed by City Manager Nick Edwards, Parks and Recreation Department Director Paul Bloomberg, Finance Director Leslie Haase and City Attorney Peter Edwards and the following recommendation was submitted:
"Staff recommends approval of this council bill on an emergency basis in order to allow the tenant to schedule games and tournaments for 2021 and comply with the terms of the lease agreement."
The proposal calls for Parkwood Tournament LLC to lease and manage Joe Becker Stadium, Wendell Redden Stadium, Gabby Street Field and the Bassman Softball Complex for the next three years.
Under the terms of the contract the company would pay the city $55,000 annually for the next three years
Parkwood Tournament would hold tournaments on weekends, according to the agreement.
Parkwood Tournament would make the fields available to other parties when it is not holding tournaments and will keep all rental revenue.
Parkwood Tournament would be required to maintain liability, property and personal injury insurance.
The city will be able to terminate the agreement if it is able to attract a professional or semi-pro team.
The contract stipulates Parkwood Tournament would have exclusive rights to sell advertising in the parks. The city would have the right to veto any advertising it deems to be offensive. No advertisements for tobacco, vaping or alcoholic products would be permitted.
Parkwood Tournament would be required to maintain liability, property and personal injury insurance.

The City will claim it is an "emergency" because it involves a contract, but the truth is that they do not want to go through the normal 1st, 2nd, and 3rd readings which would allow the citizens an opportunity to voice their concerns and opposition. It also denies the citizens time to do a thorough review of the situation. Any council member who goes along with this should be recalled and removed from the council.
