Carthage R-9 Board hires nine teachers, accepts three resignations

The Carthage R-9 Board of Education met in regular session on Monday, May 20, 2019, 6:00 pm, at Steadley Elementary.

Present were Board members Jeff Jones, Niki Cloud, Tony Diggs, Elizabeth Streich, Bill Lasley, and Wayne Jones. Lee Elliff Pound was not present.

Steadley Elementary student Gilliam Wright led the Pledge of Allegiance and first grade students performed two songs under the direction of vocal music teacher Ms. Carly Myers.

The Board approved the Consent Agenda for the purpose of approving the meeting agenda, minutes of previous meeting, payment of bills, financial reports, amendments to the FY19 budget, policy updates, contract to mow/bale a field, re-roof contracts, contract for Haffner Stadium parking lot, grant applications, textbook adoptions, SMB financial resolution, and health insurance plan for 2019-20.








Artists of the Month Awards were distributed to May winners and students were honored for winning first place at a state competition or being named to an All-State group.

Mrs. Dana Cook, Nurse Coordinator, provided an evaluative report on Health Services, MSIP Area G-8(8). Health room visits continue to rise primarily due to increased severity of special health care needs and increased census of students and faculty. Nurses were able to return 93% of students seen back to the classroom.

Mrs. Kandy Frazier, Assistant Superintendent for Instruction, provided an evaluative report on Federal Programs, MSIP Area G-5, and reviewed instructional and support services with federal funding.

The district will meet all Missouri Department of Elementary and Secondary Education Special State Performance Plan (SPP) Education Performance Goals. The district did not meet ECSE state placement targets. The district did not meet proficiency rates for ELA and Math for grades 3-8 and high school. Carthage tests 100% of special education students while the state average is 95%.

Mr. Tony Diggs provided an update on Carthage R-9 School Foundation activities. Preparations have started for the Annual Tiger Pride Run to be held on September 7, 2019. Bricks for the Tiger Activity Center are $100.00 (4’’x 8”) and $500.00 (8”x 8”). An estimated $88,000 will be distributed among winners of the Boylan Art and Writing Contest, Flanigan Speech Contest, and recipients of academic awards.

Dr. Baker updated the Board regarding the following announcements:

 Graduation was held May 16, 2019, at Haffner Stadium with 347 students receiving diplomas. This is the largest graduating class in Carthage history.

 A survey developed from the Carthage 2020 and Beyond meetings will be posted on the district Facebook page and the district website. The survey closes June 2nd .

 We are reviewing our funding options to expand the Early Childhood Center. We continue to revise the plans from the original project.








 It appears we will have two Tiger Prep classes next year. Please remember Tiger Prep Academy is not a pre-school. The class is basically the kindergarten curriculum spread over two years.

  Congratulations to Caleb Patrick who was named National Archery in School Program (NASP) Archery Coach of the Year.

 The last day of school is Thursday, May 23, with a 1 pm dismissal. Summer school begins Tuesday, May 28.

The Board met in closed session immediately following the regular meeting to discuss legal, personnel, and student matters in compliance with Section 610.021 (1) (3) and (6) of the Revised Statutes of Missouri.
