Governor appoints Joplin architect to state board

Today, Governor Mike Parson announced ten appointments to various boards and commissions.

Chad Greer, of Joplin, was appointed to the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects.

Mr. Greer is co-owner and operator of Corner Greer Architects, an architecture firm he helped establish in 2009. Previously, he was executive architect for international development company TMPRI. In this role, he was responsible for the design and construction of 50 projects across the United States and Canada. 








He has received both the National Merit Award and the Springfield Design Honor Award from the American Institute of Architects. He currently serves as Vice President of Creative Learning Alliance and on the Board of Directors for the Joplin Area Chamber of Commerce. He is also a member of the Joplin Historic Design Review Board. Mr. Greer holds a Bachelor of Arts in architecture from the University of Arkansas in Fayetteville.

Stephen Bubanovich, of Van Buren, was appointed to the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects.

Mr. Bubanovich has worked for H.R. Quadri Contractors, LLC, a heavy civil construction company, since 2011. He has overseen the management and supervision of construction projects for the Missouri Department of Transportation, Missouri Department of Conservation, U.S. Corps of Engineers, and other private developers. Previously, he served as a resident engineer for the Missouri Department of Transportation. Mr. Bubanovich is a current member of the Three Rivers College Civil and Construction Advisory Board and Associated General Contractors of Missouri and a past member of the Poplar Bluff Street Department Advisory Board. He has volunteered as a youth hunter education instructor with the Missouri Department of Conservation. Mr. Bubanovich holds a Bachelor of Science in civil engineering from Southern Illinois University in Carbondale, Illinois, and has been a professionally licensed engineer in Missouri since 2000.

Dr. Gabriel Cline, of Springfield, was appointed to the State Committee of Psychologists.

Dr. Cline is the owner of Psych Associates, a counseling firm he founded in 2017. Through the firm, Dr. Cline provides individual, group, couples, and crisis counseling. He also administers and interprets diagnostic assessments and testifies as an expert witness in a variety of legal settings. Before starting his own firm, Dr. Cline was a psychologist for Neuropsychological Associates of Southwest Missouri and the Child Trauma Treatment Center in Joplin. He has taught undergraduate courses in the field of psychology at Ozark Technical Community College, Missouri State University, and the University of Tennessee. 

Dr. Cline currently teaches graduate courses at Pittsburg State University. He is a member of the National Register of Health Service Psychologists, American Psychological Association, and Missouri Psychological Association. He has several professional publications and presentations in topics related to psychology and child development. Dr. Cline holds a Master of Science in counseling psychology from the University of Kansas and a Doctor of Science in counseling psychology from the University of Nebraska.

Sam Gladney, of Olivette, was appointed to the Bi-State Development Agency of the Missouri-Illinois Metropolitan District.

Mr. Gladney is a partner at Gladney Law Group, LLC, where he represents unions and multiemployer pension funds. From 2007 to 2012, Mr. Gladney served as an Active Duty Officer in the United States Army. 








During his time in the military, he received the Bronze Star and held various leadership positions, including Company Effects Officer, Platoon Leader, and Senior Battalion Logistician. He is President of the West Point Society of St. Louis and serves on the Places for People Board of Directors. He is also active with Operation Winter Outreach in the St. Louis area. Mr. Gladney holds a Bachelor of Science from the United States Military Academy at West Point and a Juris Doctor from the University of Missouri-Kansas City School of Law.

Dr. Virginia Mennemeyer, of Troy, was appointed to the Missouri Dental Board.

Dr. Mennemeyer has operated a private practice in Troy, Missouri, specializing in orthodontics and dentofacial orthopedics since 1999. Dr. Mennemeyer previously served as Director of the Midwestern Society of Orthodontists (MSO) for several years. She was also asked to join the MSO Executive Board, serving as President in 2017. 

Dr. Mennemyer is currently a member of the Greater Saint Louis Dental Society, American Dental Association, Missouri Society of Orthodontics, Midwestern Society of Orthodontics, and the American Association of Orthodontists. Locally, she is a member of the Troy Chamber of Commerce. Dr. Mennemeyer holds a Doctor of Dental Surgery and completed the orthodontic residency program at the University of Texas Health Science Center in Houston.

Dr. Ann Rost, of Marshfield, was appointed to the State Committee of Psychologists.

Dr. Rost has been a professor of psychology at Missouri State University since 2003 and has served as the Assistant Psychology Department Head since 2009. Dr. Rost teaches a variety of courses related to psychology, including Abnormal Psychology, Group Psychotherapy, and Clinical Communication Skills. She has been an editorial board member and a frequent guest reviewer for several academic journals and has numerous professional publications. 

Dr. Rost is an elected member of the Webster County Health Unit Board of Trustees and serves on the Marshfield Parks and Recreation Board. She is a member of the Association for Contextual Behavioral Science, Association of Behavioral and Cognitive Therapy, and American Psychological Oncology Society. Dr. Rost holds a Master of Science in clinical psychology from North Dakota State University and a Doctor of Psychology from the University of Kansas.

Stacie Scrivner, of Mount Vernon, was appointed to the Missouri Dental Board.

Ms. Scrivner currently serves as a learning specialist in academic services for Kansas City University. Previously, she was an assistant professor of dental hygiene and Chair of the Dental Hygiene Department at Missouri Southern State University. Ms. Scrivner also has 14 years of experience serving as a clinical dental hygienist. 

She is a member of several professional organizations, including the American Association of Colleges of Osteopathic Medicine, American Dental Hygienists’ Association, and Missouri Dental Hygienists’ Association. Ms. Scrivner holds an Associate of Science in dental hygiene and Bachelor of Science in health sciences from Missouri Southern State University. She also holds a Master of Science in Education from William Woods University.

Amy Strauss, of Springfield, was appointed to the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects.

Prior to her retirement in 2019, Ms. Strauss served in various capacities with Springfield City Utilities for over 27 years. Previously, she served as Power Generation Engineering Manger for City Utilities. Ms. Strauss has also chaired Missouri S&T’s Civil Engineering Department’s Advisory Council and served as a past president of the Missouri S&T Academy of Civil Engineers and Mid-Missouri American Society of Civil Engineers. 

She has received the Professional Engineer in Government Award and recognition as the National Young Engineer of the Year, both from the National Society of Professional Engineers. Ms. Strauss holds a Bachelor of Science and a Master of Science in civil engineering from the Missouri University of Science and Technology.

Dr. Jennifer Williams Tinnel, of Kansas City, was appointed to the Missouri Dental Board.

Dr. Williams Tinnel is an owner doctor of Tiffany Springs Dental Group, a dental practice supported by Pacific Dental Services. She became the owner of the practice in 2016. Prior to owning the practice, she was an associate dentist at Parkville Modern Dentistry and worked as a dentist in Kansas for 10 years. 

Dr. Williams Tinnel is a member of the American Dental Association, Missouri Dental Association, and Greater Kansas City Dental Association. She holds a Bachelor of Arts in environmental policy from the University of Kansas and a Doctor of Dental Surgery from the University of Missouri-Kansas City.

Bob Wollenman, of St. Joseph, was appointed to the Missouri Western State University Board of Governors.

Mr. Wollenman has been a managing partner of Deluxe Truck Stop LLC since 1997. As managing partner, he has overseen annual budgets, financial records, and workforce management. Mr. Wollenman is currently the immediate Past Chairman of the National Association of Truckstop Owners. 

He is a board member of Missouri Western State University Foundation and Progressive Community Services. Mr. Wollenman has also served as a board member of the United Way of St. Joseph and St. Joseph Chamber of Commerce. Mr. Wollenman holds a Bachelor of Science in marketing from Missouri Western State University.
