Mayor Bren Flanigan will appoint former councilman Juan Topete to the vacant Ward One council seat when Carthage City Council meets 6:30 p.m. Tuesday at City Hall.
Topete served three terms on the council from 2016-2022. He has been an employee at Schreiber Foods for 16 years.
Topete will serve until April 2026.
