Intervention deadline set for Liberty Utilities request to build gas electric generating facility in Joplin

The Missouri Public Service Commission (PSC) has set an intervention deadline of November 12, 2025, for a Certificate of Convenience and Necessity (CCN) application from The Empire District Electric Company d/b/a Liberty to build a gas electric generating facility in Joplin, Missouri.

On October 24, 2025, Liberty filed an application for a CCN to construct a 250-megawatt combustion turbine generator at its State Line Power Station.







Applications to intervene and participate in this case must be filed with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Mo. 65102-0360, or by using the Commission’s Electronic Filing and Information System (EFIS) at psc.mo.gov.

It sounds like turbines and solar must have just been an overpriced pipe dream. I bet this will cost lest that half and actually work.
