Amber Alberta Seay, 34, Raton, New Mexico, has been charged with being an out-of-state fugitive, according to Jasper County Circuit Court records.
Felony warrants for Seay's arrest were issued September 11 by the Colfax County, New Mexico Court, charging her with conspiracy to commit sexual penetration in the first degree (child under 13), conspiracy to commit criminal sexual contact with a minor in the second degree (child under 13) and conspiracy to commit incest (child under 13). The warrants stipulate she is to be held without bond.
The Raton Police Department confirmed the warrants were active, according to the probable cause statement.
Seay had been trying to find a place to live in Joplin, according to the statement.
Amber is being investigated for fleeing with the victim during an active child abuse investigation in the State of New Mexico.
