The Jasper County Prosecuting Attorney's office filed a first-degree sexual misconduct charge, a misdemeanor, against a Carl Junction man for allegedly masturbating in front of a woman who was riding a bicycle past him.
This is a second go-round for Andrew Cole Martin (DOB 1997), according to the complaint. Martin was convicted on first-degree sexual misconduct August 11, 2020 in Jasper County Circuit Court.
Martin's latest charge was detailed in the probable cause statement:
Andrew C Martin knowingly committed the offense of sexual misconduct in the first degree (agrravated offense) at North Florida Ave/E Zora St, Joplin, Jasper County MO.
On the listed date, Andrew Martin contacted the female adult victim at the listed location while she was riding her bike. Martin asked the victim if she wanted a ride. The victim declined.
Martin circled the block and contacted the female again yelling at her "you want to ride this". The female turned to find Martin exposing his erect penis to her while masturbating.
On 10-17-2025, Martin was arrested for the offense and confessed to the incident.
