When I first posted the story last night of Sen. Jason Howsmon, D-Kansas City, who filed a bill that would authorize arming teachers with pepper spray, I questioned whether he was joking. After all, his bill read almost like Sen. Brian Nieves' Second Amendment Protection Act, only with pepper spray instead of guns. The contents of the bill can be found at this link.
As you can see in the accompanying video, Howsmon was serious.
