Galena man indicted for meth trafficking had 20-year prison sentence commuted by President Obama in 2017

A Galena man indicted by a federal grand jury on meth trafficking charges was serving a 20-year sentence in a federal prison for meth trafficking when President Barack Obama commuted his sentence to time served on January 19, 2017.

The commutation of Carroll Flowers, 68, was one of 330 granted by Obama as one of his final acts before President Trump took office.

According to the White House news release, Flowers was convicted June 19, 2002, of conspiracy to manufacture or distribute more than one kilogram of methamphetamine.

Under the terms of the commutation, the Federal Bureau of Prisons released Flowers on May 19, 2017.



According to the latest indictment, which was unsealed Tuesday in U. S. District Court forr the Western District of Missouri, it took less than seven months for Flowers to return to the habits that landed him in prison.

Flowers, 68, Galena and Melissa Lowry, 43, Joplin, were charged with conspiracy to distribute and possession of methamphetamine.

Lowry faces an additional charge of selling methamphetamine.

The acts allegedly took place between December 6 and December 13, 2017, according to the indictment.

Just the local stories posted in the last few days point to the biggest threat to our country. Murder, child abuse, meth. Locally home grown. This happens daily across the country. Yet, a wall across the border is going to MAGA? We’ve got bigger problems.

Okay some of you commenters: Possession of cocaine or possession of methamphetamine is a Level Four drug felony punishable by a maximum prison sentence of 42 months and a maximum fine of $100,000. This is simple possession without any allegations of manufacturing, selling or distributing. The Kansas Statute that makes this illegal is K.S.A. 65-4160(a). (This statute is not the one that controls marijuana.)
President Obama commuted a sentence that had been in force for way too long. Whether you like it or not, people deserve to be treated fairly under the law. What they do when they are released is neither here nor there.

745, you seem unhappy. Someone disagrees with your opinion of someone that, I assume, you hold in high esteem and your only recourse is to mock and call names. I am sorry. I am sorry that you are so unhappy that you have to react that way. I tell you what, post your name here and I will set up a Go Fund Me page to help raise enough money to help you move out of the area. That way you won't have to put up with "yokels" who have different opinions than yours. I just hate to see people so miserable.

Maybe Flowers is like El Chapo and wants to go back to prison so he can run his drug business from the inside of a prison and be protected. It was probably his plan al along. I have found those who deal w meth are really bright people and live on and prosperous lives.

It absolutely cracks me up that people on here are talking about how selling meth is as good as murdering someone. No. Murder doesn't involve two willing parties like drug dealing does. If you've been personally affected by drug addiction, I'm sorry that you went through that but it's still the addicted person's fault. That's why recovering addicts always continue to identify them as an addict. They know that they make a choice every single day. Everyone wants to be on here talking about how much they hate Obama and meanwhile, your president has continued the longest shut down in the history of America. Anyone in support of that wall is a very special kind of ignorant. Do your research and then speak. Or you can continue to sound ridiculous and I'll just keep rolling my eyes.

.... "your president"... sweetheart, unless you live out of the country he is your president too. Furthermore, this shutdown isn't on him alone. Dems wanted a barrier until Trump wanted one, now they play politics and act like they never wanted it. (Audio and video clips of them wanting it are easy to find) The shutdown is pure politics on both sides. Why do you feel a barrier is ignorant? The money? 5 billion us a drop in the bucket and a nonfactor. Is a barrier mean? Do you lock your house at night to keep people out?
